American Life 9

Let It Snow…


New York: Since yesterday, the weather service forecast, picked up in the local media, was a blizzard would dump up to 18 inches of snow on the city.

The last time a blizzard struck was over the Christmas holiday and left the city reeling under the devastating impact of more than two feet of the white stuff.

Mayor Michael Bloomberg and his city administration attracted a lot of criticism for the responsiveness of municipal agencies in the crisis.

That’s why, two weeks later, the mayor was upfront in the media, outlining plans to handle the upcoming snowfall. In the event, the blizzard turned out to be a non-story; it was nowhere in magnitude anywhere near the great Christmas whiteout.

Though some of the outlying boroughs like Long Island reported accumulations of up to two feet, Manhattan was spared the savagery.

Even so the mayor was out there, giving citizens a ball-by-ball account of the response by civic agencies early this morning.

He was out there, holding a press conference with his senior officials, urging citizens to lend a hand as the civic crews cleaned up the 8 to twelve inches of snow that fell.

As the day progressed and a sunny cold morning slipped into a cold, blustery and partly cloudy afternoon, the mayor’s efforts were given the thumbs up by citizens and the media.

It was an eye-opener for me; over the past couple of decades as a keen observer of the state of civic services in Delhi, I’ve been severely critical, dismissing all the main agencies as corrupt and inept.

Most of Delhi’s agencies are leaderless because in its wisdom the federal government, which is based there, created an incredibly complex chain of command.

Consequently, the agencies have had pretty much a field day over the past six decades; opaque and incompetent, they created neither civic services nor infrastructure; instead they feathered their own nests, appropriating funds and delivering nothing.

Since 1998, the capital has had a chief minister, a leader with a vision to grow Delhi into world-class city.

Despite the obstructive and corrupt bureaucrats who man the various civic agencies, Chief Minister Sheila Dikshit has managed to deliver significantly in terms of public goods; the mendacity of the city’s bureaucrats can be seen in the shoddy work and corners cut as a way of embezzling public funds.

These thoughts clouded my head as I watched with admiration the huge effort, both before and after the snowfall, by Mayor Bloomberg in New York City.

What’s the difference in the two situations, I asked myself; in the Delhi one, we have morally challenged officials and goal-oriented ones in New York?

The more I think about it though I am convinced that morality and ethics are at the root of the two different approaches of civic agencies in New York and Delhi.

Delhi’s civic authorities seem to treat their jobs as a way to enhance both their social standing and their bank accounts; their counterparts in New York City see their positions as a public trust and work to make things better for the citizens they serve.

It may sound simplistic and naïve but that is the essential difference between two worldviews and is manifest in the incredible difference in standards of civic services and infrastructure between New York and Delhi.

But there’s more to it than just the contrast between the two cities; the issue is about the fundamentally different approach to government in the US and in India.

In India, government has more to do with privilege and perks than public service; it offers the well connected an opportunity to garner position and wealth; in the US, citizens of position and wealth are inducted to public service.

To be sure, just as in India, there is corruption here too in America; difference is that crooked public servants here are by and large brought to book and jailed; in India, usually they go scot free and seek protection from the law by becoming members of Parliament or state assemblies or patients in hospitals.

The noticeable lack of “development” that hits you between the eyes when you land in India is a direct outcome of these two startlingly different views of government: in the US, the government seeks to empower citizens whereas in India, the government actually disenfranchises them.

For instance, over the past few decades, the Indian establishment has talked ceaselessly about “sustainable development” and actually turned it into a weapon against industrialization, urbanization and economic growth.

Meanwhile in recent years, restaurants in major American cities have promoted a “hundred mile menu” that involves sourcing ingredients from within that radius; this simple marketing strategy saw the rapid growth of sustainable farms across the country.

This recent development underlines the fundamental difference in government in the two democracies: between empowerment and disenfranchisement.

It’s a sobering train of thought on the eve of my departure to Delhi, India.

Imagine there’s a Heaven

It Was Easy Because We Tried


Goa: Think about it for a minute. It’s New Year’s Eve at our house, Imagine. It’s easy if you try. And because we’re dreamers, our daughters and our entire extended family deigned to spend the evening with us. It was about 20 degrees Celsius officially but in the village where we live it was a little colder. Actually, we’ve rarely seen Goa as cold as to need sweaters. Anyway, we let it out and let it in with mirth and merriment; we made our world a little warmer. We shrugged off the cares that were upon our shoulder and sang and danced as though this eve was forever and a day.

We gave little thought that night to the busy years that had gone rushing by us because we still had our starry notions. And spending the end of the first decade of the millennium with the extended family was a treat that all in the world would devoutly wish. Though many who came were friends, the operative thing was they were all family: from New York, London, Zurich, Washington, Bombay, Ahmedabad and of course locally in Goa. It was a global celebration in a village that does not even appear in any map of this haven.

Arriving here on December 29 on an afternoon flight on our favorite IndiGo Airlines, we drove straight home and landed up at our favorite Cavala restaurant and rocked for many hours to the band Abracadabra into the wee hours of the night. There was this little girl Jessica, not even 10 years old, who jived with her father to the old time rock and roll. She was so good, I asked for her autograph, which she shyly wrote on a coaster. I will treasure forever despite the fact I may never see her again.

Tell me: how can you beat this anywhere else in nerve-wracking India? Is it any wonder that I believed it when a guy, who runs a beach shack in Morjim in the northern part of Goa, told me that nearly 250,000 people were expected in Goa on December 31? For the record, the population of Goa is just 1.5 million.

Goa lives and dies on tourism. This year because of the bad weather in Europe (few Americans come), many charter flights were canceled. The slack has been taken up by free-spending Indians. As such, the Goan tourism infrastructure that is geared to low-level European tourists is trying to adjust to domestic tourists, who demand what they can get in Thailand or Malaysia. Local demand will improve infrastructure in Goa. In the end, as in America, domestic demand makes for a more egalitarian economy.

Indian tourists are known worldwide to be big spenders. You now see in Goa the big Indian brands like Fabindia and hotels like Vivanta and Fortune that cater to the new middle class. They are better and more professional than the cramped little resorts that cater to British truck drivers in Calangute or the illegal purple, green and yellow resorts for Russian mafia and drug dealers in Morjim. In the end, the growth of high-end domestic tourism may be the savior of this gorgeous haven. Again for the record, there is no McDonald’s outlet in Goa.

The fear in Goa is that domestic tourists will bring the Indian sickness to their home, spitting paan, urinating in public, driving rashly and recklessly. Also the new thrust of domestic tourism is a more affluent class of tourists. The question remains: are hippies and backpackers, dubious Israelis and Russians better than high-end Indians from Delhi, Bombay and Bangalore?

Meanwhile, as I sit in my verandah outside my bedroom in our house, annoyed at the buzz of crickets and cicadas late at night, I realize it is all an academic wonder for now. These problems are all about the beaches and the “happening” strips. I’m happy to stay in my house and imagine ours is a haven; to be with family is very heaven.

Love, indeed, is all you need. And the love of family and friends is a treasure.

On the Need for Citizenship Education


When our older daughter began to attend elementary school in the United States, I was struck by two things: first, the school day for all students began, hand over heart, with the Pledge of Allegiance, which was effectively a solemn declaration of loyalty to the republic. Second, on the very first day, the teacher taught them “the golden rules:” think before you speak and treat others the same way in which you would expect them to treat you.

Thus, the first lesson learned in the school was a civic one: respect for the constitution and a rule-based way of dealing with fellow citizens of the republic. In fact, the American community-led public education system started out as a citizenship training program; the idea was to enable and empower citizens in the discharge of their civic obligations and in their quest for economic opportunity. It was a simple idea that drove elementary public education in America: an informed citizenry, compliant with the laws, is the best guarantor of liberty and justice.

Some years later, I was dropping my daughters off at one of Delhi’s better schools to which they had been admitted after we moved from the US. The picture couldn’t have been more radically different. First, it was a school for girls only; students wore a hideous uniform and the ambience was chaotic, with girls running around, pushing and shoving, unmindful of the safety or convenience of others. Later, we discovered that it was a tyrannical place, subject to the Victorian whims of the nuns who ran it.

Our daughters were traumatized; on the academic front as well the school was a zero. The curriculum as dictated by the Central Board of Secondary Education and the National Council of Education Research and Training was lame. The faculty did very little but race through a rote method of teaching; it was clear our daughters were not learning much and that added to their misery. We withdrew them from the school to the disbelief of many; the school was among the most sought after in the city.

Far from teaching students the virtues of citizenship, all that the school did was to prepare their students to take board examinations in which only very high scores can ensure admission to an even more dysfunctional university system. The psychological costs that students have to pay are never addressed, simply dismissed by teachers and parents alike as collateral damage in the race to succeed at examinations. We pulled them out of the twisted system and enrolled them in an international school, where they blossomed.

In the current debates over education policy, the focus has centered on reforms at every level: elementary schools, institutes of higher education, vocational training. Issues of private ownership versus government control, entry of global education providers, certification and accreditation are among others that have been raised. What seems to have been missed completely is the civic aspects of education. Respect for your neighborhood, your city, your state, your country needs to be instilled at a very early age without crossing the line to become chauvinism.

Sadly, most political parties, especially the Bharatiya Janata Party, have fallen into the trap of jingoism. The Congress, for its part, has a version; let's call it patriotism in which there is still a chip on the shoulder that prevents a realistic assessment of the Indian situation. Chest thumping or moaning and groaning about “inclusive growth” is hardly the way to instill civic values in the citizenry. The so-called “youth dividend” can only succeed if the education system instills a sense of civic values in the populace, beginning right from primary school.

The proposition is not that difficult to grasp. Civic authorites cannot prevent people from urinating, defecating or spitting paan on the streets; they cannot keep people from driving like lunatics, blowing their horns or jumping a line or being smelly because they have never heard about deodorants. But they can teach their children to respect public spaces.

In Delhi, for example, the Metro is a big hit as are the new low-floor sleek buses; new flyovers, expressways and underpasses, even parks and landscaped streets and slick new bus stops. In the next decade, a whole generation will grow up used to these public goods. What schools need to teach them is how to use these and not be vandals.

Amazingly, none of this is part of the academic agenda. On the right, people talk about India shining with its economic growth. On the left, people talk about hunger, poverty and disease. Smack dab in the middle, we need to teach young people, increasingly more exposed to the world through the Internet, television, and mobile phones, that the default position in India need not be a poverty, filth and disease. That in fact India with its new and shiny economy could be an example of a new 21st century civic culture in which an egalitarian and efficient ethic prevails.

Instead of moaning on about its ancient culture or the glaring disparities in its society, India should showcase itself as the new shining country that can in the words of the 1960s anthem: “change the world, rearrange the world.” That dream of the sixties that was held out tantalizingly in the West can come true in the world’s largest democracy and its second fastest growing economy.

Chicago, My Kind of Town

On a bright beautiful spring morning, I landed in Chicago, where I have a family of friends. The airport, the city, the drive to River Forest is full of fond memories. This is the town that I’ve come back to, over and over again. It’s just gotten better and better. What more can I say: I love Chicago.

As I lug my bag across the street and wait in the vestibule for my friend Prakash to pick me up, I wonder about my past life in this city of broad shoulders. Usually, it was my wife and two excited kids, who would welcome me back from wherever. “Love ya, Dad,” my daughters would trill as I kissed my wife. What a warm comforting feeling it was!

In the event, Prakash pulls up to the sidewalk and gives me a hug. I am back home, I think to myself as I snap the seatbelt on, en route the familiar way to the Oak Park-River Forest area, where we lived. As we drive to Prakash’s house in River Forest, I look out the window and go into a reverie of my happy days in Chicago.

It’s my town, the toddlin’ town; I ask myself: why did you ever leave here? The existential question was in my mind as we drove through the familiar streets. What I looked forward to was a wonderful week with friends and the sheer joy of being there. This is the city where I got my first job, bought my first house; where my daughters were born. I lived here in the heady days, when my fellow columnist in the Chicago Tribune newspaper invented the word “yuppie.” It is the city of jazz and blues but also the Chicago Symphony, one of the finest orchestras in the world.

Chicago is where I grew up and learned the lesson of self sustenance. It wasn’t easy but the city permeated me with a sense of optimism: tomorrow will always be better than today. You can do anything, do what you want: that was the city’s ethic. And it has become better and better, leaving me breathless with wonder. This is a city that has transformed itself from the Rust Belt blues into a shining example of urban renewal. On hindsight, it seems to be obvious that Chicago would throw up a Barack Obama.

The reveries came to an end as Prakash pulled into his driveway. We got my bag out and I settled myself into the bedroom that his wife Alice reserves for me. Then I came down and waited over a beer for our fiends to show for the traditional pizza party when I arrive.

We had the pizzas and the beer and talked late into the night. My family of friends was keen to know about India and its ways. They wanted to talk to me about politics, the economy and every other aspect of India; they had many questions. For my part, I was just grateful to be there in the city that I love and the friends whom I miss fiercely.

Clearly though, there was no escaping the questions. I had to answer. But my message was clear: I’m here to escape from the loud ineptitude of India. Nevertheless, development issues like jobs, equity, education and health care are important to my friends. This goes back many decades to the 1970s when we had formed India Forum to discuss and debate the issues.

Among the members of India Forum in Chicago was Satu “Sam” Pitroda, in whose office we held our Sunday morning meetings. In the early 1980s, when Rajiv Gandhi appeared on the scene; many of us, including Sam, moved to India in the hope of changing things. What we did not reckon for was the strange ways of politicians and the slimy ways of bureaucracy. They opposed us tooth and nail. Our optimism was singed by the relentless cynicism of the bureaucracy and the political establishment.

In the end though, we succeeded beyond our wildest imagination. From being a basket case, India is now regarded as an engine of global growth. We have “development” in India now but it is subverted into mediocrity by the knot of ignorant politicians and venal bureaucrats. The Indian system is simply unable to deal with growth and the concomitant demands for fairness and transparency.

That evening in Chicago over pizza and beer, old friends met and talked about the issues. As the evening wore on and I was steeped in being there; it was almost as if I had never left. Dreamy as I was, I felt it was late and I had to go home. Our house was barely a mile away from where my friends live. It may have been the beer. I lost track and thought I had to go home to my wife and daughters.

It is so easy within hours of arriving in Chicago to believe I had never left. I know how to get around, driving myself. I know where to shop, where to eat, where to drink. I know the city like the back of my hand. It is a city I proudly call my home. It’s a place where the ordinary citizen can enjoy music, plays, festivals…all free; all in celebration of the citizen.

Back in Delhi, I find the city only works for VIPs. Ordinary citizens have to fend for themselves. Nevertheless, citizens do not cover themselves in glory either. They drive like lunatics, make general nuisances of themselves including urinating on the street and defecating in public view.

One of the issues that never came up for discussion that night was India’s quest for a permanent seat on the UN Security Council. But it weighed on my mind. If the various local and state governments and the federal government cannot stop people from peeing or defecating on the streets, never mind the Naxalites or a rational policy governing foreign investors, why would anyone back India for a seat as a permanent member?

A permanent member of the Security Council is expected to have a foreign policy that includes a broad commitment to international community that your policies will enhance the world’s security. For that you need a strategic vision, which is nowhere in evidence.

Which is why India will never have a city like Chicago: aesthetically pleasing, citizen friendly and forever innovative.

Bureaucratic Subversion

The Bane of New India


When the government steered the Right to Education bill through Parliament, those of us who had fought for it through two decades were pleased. The important thing, however, is how the act would be notified. The language of the bill leaves a lot of gray areas. And well it might because bureaucrats wrote it and they will fully exploit the obfuscation. For example, they will come down heavily on private schools that cater to the poor in urban slums and rural areas and impose impossible conditions that such enterprises simply cannot fulfill.

There are too many vested interests: the government school system; the high-end private schools that have bribed their way into existence and above all, the alternative NGO schools that survive on government subsidies. With such firepower arraigned against it, the RTE bill will go the way of every well-meaning initiative of the government such the NREGA or the Sarva Shiksha Abhiyaan. The net outcome will be zero. And so everything will come to naught.

If this sounds cynical, then you should listen to my story about a small community on the outskirts of Delhi. This is an upscale community of successful professionals that includes about 30 houses. It is an oasis in the chaos of Delhi, with trees and birdsong. It’s a wonderful community where neighbors meet frequently to have a drink or dinner and to discuss issues of India’s development. The people who live there are respected professionals whose interests span public health, wildlife conservation, media, law and what have you.

The community came into being in the early 1990s. Because it was part of rural Delhi, it was offered no municipal services like water, sanitation or roads, never mind street lighting. Like pioneers, residents made their own arrangements: people built septic tanks, drilled bore wells and got their own garbage collection. Power was an issue until distribution was privatized, when the resident association petitioned the distribution company. Realizing these were high-end customers, the company quickly ensured that power cuts and fluctuations were minimized.

On the roads issue, the resident association petitioned the Delhi government arguing from a taxpayer viewpoint; so the road was built: badly but still motorable. It took several years including the fact that the first allotment of several crores was swallowed by the pirates of the Municipal Corporation of Delhi. Now this community faces water a problem because the bore wells have dried up. This is precious real estate but more important it represents the single major investment for most of the residents. Without water, their homes are worth nothing.

The association applied to the Delhi government for permission to drill a community bore well. It seemed a logical and eco-friendly thing to do. But between the local water authority, the local police and several residents who had bribed their way into deepening their bore wells, the application has been kicked around from pillar to post.

So here you have this huge Indian-style standoff: members of the community paid bribes to the water authority and the police to deepen their wells. As a result, other residents found their bore wells running dry. When the association sought to build a community well, some residents and recipients of their bribes in the water authority and the local police struck a dissonant note.

Between corrupt citizens, bureaucrats, police officials and local politicians, this pleasant community is caught in a cleft. It needs the rule of law to be enforced but the local government: the municipality and the police, are locked in various corrupt projects. Residents of the community are not without influence but stand divided because several members, who own houses there, are compromised because the deals they did to buy their houses don’t stand up to scrutiny.

This is a small localized community problem, to be sure. But its implications have a larger footprint. Even though the union government has introduced various enlightened policies, local governance is caught in a medieval time warp. In the matter of schools as well: a sweeping and enlightened law stands to be subverted on the rocks of bad governance. In notifying the RTE act, many activists fear the education bureaucracy will not let private schools for the poor flourish.

Then there is the issue of the RTE-mandated 25 percent quota for poor children in private schools. The vast majority of private schools, however, cater to the poor. So how will the quota be enforced? Clearly, framers of the bill were thinking of the elite private schools with no acknowledgment of the private schools for the poor.

Whether it is the private schools for the poor or the community bore well for the upscale Delhi community, governance is still held hostage to the ideology of the bureaucracy. The bureaucracy lords it over the poor and is prejudiced against the affluent (not rich). In the event, private schools for the poor will be held hostage to the bureaucracy’s prejudice against education as commerce; likewise the South Delhi community must suffer because the bureaucrats of the water authority dismiss it as an “affluent colony” that deserves nothing from the government.

In the end, the admirable RTE bill stands to be subverted by bureaucrats, who oppose all change. Residents of the affluent community will have to fight for their water against the very forces in charge of governance.

American Life 3

New York City: My Daughter’s Hometown


So here I am back again in the city that never sleeps. The airline has a limo waiting to take me to Gramercy, where my gorgeous daughter has an apartment. Her timing was perfect. By 6 pm, when I got to her place, she pulled up in a cab right behind me and helped me lug my bag upstairs to her apartment. What happened in between was a huge hug and kisses and the limo guy looked on indulgently

I’m back in Manhattan to spend the weekend with my very clued-in daughter. The weekend was a rediscovery of the Lower East Side with its great bars and amazing restaurants. She spent the time showing me her life in this wannabe piece of real estate in Lower Manhattan, where most people, especially twenty-somethings like her, would give their right arm to live. She lives there and knows it in a way that appeals to my sense of hedonism and aesthetics.

Can you be jealous of your own daughter? Difficult question: but I have no hesitation in saying I am envious of her lifestyle. Plus she is so Manhattan; she buys milk with no hormones, grass-fed meat, nuts, berries, dates and also cheese, wine, figs, dates, strawberries and the occasional champagne.

I’ve been visiting Manhattan since the early 1970s. I had a friend who introduced me to the genteel pleasures of the Upper East Side. I also came into the city for work and lived in fabulous hotels like The Plaza. But knowing the city through my daughter’s eyes is completely different. Clearly, she belongs there and makes me feel I too belong. And I can’t even begin to say how good it feels to have New York City as a second home.

So what is it about New York City, especially the Lower East Side that attracts bright young kids from all over the world to stay there? Chicago, where I virtually grew up, is a superb city. Its downtown Lakefront is seminally brilliant. Yet my daughter’s Lower East Side has character that is part gentrified but nevertheless is a neighborhood with ethnic diversity and post-modern slick.

I spent several weekends with her in the very recent past and she always managed to amaze me. We walked all over the place, went to great bars and ate in superb restaurants. When I was with her and drinking all these great cocktails and eating all this fabulous food, I thought to myself: my baby daughter is a New York girl: king of the hill; top of the pops.

Can a father be jealous of his daughter? No. I wish her well as one of the most fortunate members of the human race: not just to live in Manhattan but in the happening Lower East Side. I always tell my wife: if I ever had the chance to live and work there, I may have never relocated to India. In the event, nearly two decades since I moved to Delhi from the US, I have never regretted the relocation. But if I had been the suave sophisticate that my daughter is, India would never have featured in my life.

So I spent time with her in the city, walking the streets and in small parks that are things of beauty with gorgeous spring flowers; eating in wonderful restaurants and generally luxuriating in the ultimate urban experience. Between my warm and lovable daughter and the adventurous pleasure of Lower Manhattan, I was in heaven.

On the Monday, I took the flight to Chicago, comforted in the knowledge that I would be back within the week. I used always to spend more time in my hometown Chicago, than anywhere else in the US. For the past seven years, I seem to be spending more time in New York City, thanks to my daughter.

Manhattan may not be about blue skies and trees of green; it’s my daughter’s favorite song: Louis Armstrong’s “What a Wonderful World.” Truly, it is a wonderful world she lives in.

Seeing Through the Potemkin State


Perhaps it is about getting older. Or that the excitement has waned. Increasingly the prospect of arrival in India fills us with apprehension as the cab winds its inevitable way to JFK or Chicago’s O’Hare. For me, America is a cultural home: the food, the music, the clothes, the humor, the aesthetics, the very idiom of language is all comfortingly familiar. Driving is a pleasure; walking the streets a delight and everywhere smiles and hellos…well, maybe not that many in New York City! But it’s less about extolling America than dreading what lies in wait at Delhi or any other port of entry to India.

Within seconds of landing, the harsh reality hits you between the eyes. The airport is shoddy, grimy and smelly. To exit is to confront a menacing crowd of people, straining at the barricades: vast numbers of drivers pushing and shoving; swarms of noisy families come to receive their near and dear ones; and various other categories teeming around the crumbling arrival terminal. True, such crowds gather at arrival terminals everywhere in the world but at Indian airports it adds another dimension to the chaos that reigns supreme.

Step outside and it is quickly evident there is no system to smooth the way for arriving passengers. You are left on your own to dodge honking and swerving cars torturing the driveway; and everywhere, smoke and fumes and rubble.

However, if you are an anointed “VIP,” as India’s public servants are called, you are whisked away through a plush private terminal to a private parking lot and into your car, all within minutes. Public servants don’t even wait for their bags; there are flunkies to retrieve them and deliver them to your house along the VIP route into Lutyens Delhi of the smooth, wide, tree-lined boulevards with flowering rotaries, manicured parks and expansive villas.

In stark contrast, the taxpaying citizen has to endure subhuman conditions in the terminal and bump along cratered tracks that pass for roads and deal with seriously demented drivers who whiz through the non-VIP parts of the capital as if possessed by demons. It is apparent that you have landed in one of the world’s least developed countries: Incredible India!

You get angry at the rank disparity. In America, things work smoothly for ordinary citizens. Yes, the economy is flagging and people are finding it tough to get or hold on to jobs. But the cities and communities are pleasant and there is a heady rush of egalitarianism in the very air. The entire political and bureaucratic setup in America is geared single-mindedly to the welfare of citizens. The accent on public service is pronounced and evident.

In India, you can have a top job or a fortune as a businessman but unless you are in the VIP zone of the cities and towns, you may not have reliable electric power, adequate water supply and any sanitation at all. Those who can afford it make their private arrangements; the rest suffer. Just in recent days, when it rained consecutively for two days, the capital was submerged. Questioned, a VIP dismissed the water logging and the traffic jams as an act of nature, a result of the heavy rains; he seemed criminally unaware of the problems people faced getting around the city. In his Lutyens Delhi, there is no flooding, light traffic and your workplace is but a pleasant drive of a few minutes.

This disparate order makes the chaos of India not just irksome but menacing. It is as though the system milks the ordinary individual who has a job or business to provide for the VIP. The random but deadly civil disturbances that plague India are spontaneous expressions of civic anger against the system that barely makes room for the middle class, leave alone marginal groups.

In huge swathes of India, the most deprived people have fallen sway to Maoist ideology and have taken to violence. No political party, not the hydra-headed government agencies, not the self-righteous NGOs can control them. Such civil violence will increase in frequency and scope as more and more citizens begin to see the disparity: not just the gap between rich and poor but between the privileged and the rest.

In the past few years, the elite have bought into the notion that India is set to emerge as a world power. Nothing belies the claim so comprehensively than the question mark that hangs over the staging of the Commonwealth Games next year. The controversy has shown up the Potemkin state, a cheap cardboard cutout fashioned by bureaucrats and politicians to fool themselves into believing the world power fantasy.

You don’t have to look too hard to see beyond the Potemkin mirage: dysfunctional highways and airports; garbage strewn cities and hapless villages; deadly traffic and pervasive pollution; the poverty of civic values and the sheer indignity of the human condition.

The slogan “Incredible India!” cuts both ways: one, the Potemkin way that the government intended; two, it is incredible that a modern 21st century democracy with one of the fastest growing economies in the world is in such a shambles.

American Life 2

Chicago: The Livin’ is Easy


It’s summertime in this city of broad shoulders and the Grant Park Symphony is performing works by Mendelssohn, Schumann and Haydn in Millennium Park, a 25-acre park built on what were parking garages and railway yards when we lived there in the 1970s and 1980s. The Great Lawn that spreads in front of the stage in the Jay Pritzker Pavilion is swarming with people, nearly 10,000 of them, savoring a picnic dinner made mostly of local ingredients and sharing bottles of wine.


What a wonderful tableau of post modern life in America: a city that enhances your life beyond the income you earn, the house you live in, the schools your children go to, the stuff you buy and the social circles in which you live! Chicago has created wonderful public places for people to mingle, surely with their friends but also with people you would not normally meet. Though the word is politically charged in India, Chicago has as such developed “communal” spaces, where people of every hue can intermingle. It is as though Woodstock had a bath and a shave and switched from drugs to wine.


There was camaraderie in the air that evening. People seemed to revel in being denizens of this great city. Everyone smiled, nodded and enjoyed the communal experience. Sure there was huge mess of tourists from other more bland parts of the Midwest. They stuck out like sore thumbs, determined to enjoy the big city. On the other hand, there were locals with an air of entitlement. “This is our city and that’s the least we expect,” their demeanor seemed to say.


We think of Chicago as our hometown. It’s our daughters’ birthplace; the city where be bought our first house. Chicago is where, in the 1970s, we launched a community newspaper that still survives; the city where we created a family of friends who are still very much part of our lives; the city where my twin careers in public affairs and journalism got started. Our particular affinity for the city is ingrained within our souls in a way no resident of or visitor to the city can imagine.


Our many Indian friends in Chicago dream fondly about their Delhi, Bombay, Ahmedabad, Baroda, Hyderabad, Bangalore or the hundreds of little towns and villages they came from. They paint India in the rose-colored hues of nostalgia, never mind that their cities (and indeed all Indian cities) are hellholes. On the other hand, we live in India and look forward to the next visit to our Chicago that becomes nicer, more exciting with each year that passes.


My good friend Ashis Nandy, India's leading social psychologist,is a leading thinker, whose critiques of the modern development paradigm have won global applause. His reasoned view is development should be on a human scale. He speaks about an egalitarian ethos, an embrace of local culture and a social system in which people can live with dignity.


Unlike most scholars in India, Ashis is an open man, ready to consider new ideas and arguments. He is not, like most Indian intellectuals, de facto anti-American, though he may have problems with the capitalist ethic and its attendant consumer ethos. He is a post modern thinker who worries about unbridled economic growth and the concomitant destruction of traditional values. It is through his eyes that I recognize that America has gone post modern in its approach to development. Urban planners in Chicago especially but also in the rest of America have learned and implemented the values of self reliance and sustainable lifestyles.


While most of the public debate in India is about American imperialism (the Left) and American debauchery (the Right), Ashis is the kind of iconoclastic thinker who would look beyond stereotypes to appreciate the urban revolution that is underway in America. And Chicago is the pioneer. It builds skyscrapers and expressways but also parks and promenades. The humane scale is there for all to see; one children’s park on the city’s newly-developed East Side is paved with a soft, cork-like material to combat scraped knees and bruised elbows.


When we lived in Chicago in the 1970s and the 1980s, India was seen as a poverty-stricken, disease-ridden basket case. Today, it is regarded as a possible engine of world growth. The Indian community in America is lauded as an accomplished minority. Fact is, though, that as India modernizes with all the attendant problems, America is in a post modern state of mind. Nobody really cares how many highways India builds or the rise of its stock market or the rapidly expanding middle class. Question is, as Chicago poses, what have you done for the people lately?


What the Indian establishment should say in response is “Father, forgive me for I have sinned.” Without a proper confessional, India will continue to flounder in confused urban development and be strangled by a vicious rural power structure.


Such dark and dire thoughts occur to people like us who care about the India project: a great democracy and a vital economy that is challenged by corrupt and inept governance. Fact is India goes its own sloppy way and there is a palace guard of politicians, bureaucrats and well-off citizens who couldn’t care less. The rest of the citizenry is left to fend on its own. Just think, in affluent neighborhoods too in Delhi and all the cities, towns and villages in India, there is no water supply, sanitation or electric power; there are no decent roads, no decent schools, no jobs; only rapidly dwindling hope. At some point, the crises may become overwhelming.


India's stark and brutal conditions stand out even more sharply seen against the post modern West. Once again, it is being left behind just when it seemed poised to catch up.

A Weekend in Manhattan

After a long and difficult flight from Delhi, my weariness melted away as I walked out of the immigration and customs clearance area at JFK. She was standing there, all of 24, a Lower East Side sophisticate and simply gorgeous. She rushed out from under the barrier and hugged me. “Hi Daddy,” she said. Then she took charge. Taxis, hotel check-in, local cell phone and what have you. I’m a very lucky father because both my daughters look after me with the same persnickety concern that I had when I took care of them.

The older one booked my passage to New York, worrying about my aisle seat and my meal preference, which for some reason has been put down in every airline as a “Hindu” special. I had to convince the stewardess that I’d prefer steak and a glass of Merlot. Believe me: the food was really good though the seats were not very comfortable.

The younger daughter took over after I reached JFK. As she shepherded me through the airport, I could see she had changed in the year since I had been with her in New York. Sure, she had been in India in the interim; they always say it is better to see lions in their own habitat. And in her precinct that is the aspirational model for every cool person in the world, she shines and is carelessly sophisticated.

When I was much younger and first came to New York in the company of my friend David Swanson, a native, the city was a dream. He lived in the Village and effortlessly took me to the best, off-the-beaten track restaurants and bars. I loved every minute of the experience in the 1970s. Three decades later, I’m cruising the “hoods” in the Lower East Side with my younger daughter and discovering even cooler places. All fathers should be so lucky.

All these years, I’ve looked after every need of my daughters. Today I count myself fortunate that they take care of me. I can manage on my own of course but there’s a special joy in having competent and caring daughters look after you. I’ve always believed that sophistication came very easily to me. But at brunch last Sunday at a trendy little bistro on the Lower East Side, I ordered a draught beer with my Eggs Benedict where my younger one ordered a Mimosa, champagne and orange juice, with her apple pancake.

The afternoon I arrived, when she broke through the barrier and hugged me, we drove to my hotel. The room was not ready and I was jet-lagged. “Father,” she says to me, “I’ve got the perfect cure.” We checked my bag with the concierge and rode a cab to “The Frying Pan,” a beer and burger place on a barge on the Hudson River on the West Side. There we indulged a couple of beers and what to me was one of the better burgers I’ve had, period.

Later that evening, we checked out the cafes and bars near Union Square, close to where she lived when she enrolled at NYU six years ago. She had made a reservation at a 19th street restaurant called “crafts” but we still had to wait until a table became available. So much for the recession! The restaurant was abuzz; Manhattan at its weekend best. The ambience was great and food to match.

More important, it was a glimpse into my daughter’s world. At age 24, she lives in the trendy Lower East Side and works in edgy SoHo. Her job is also a very 21st century enterprise having to do with the production of interactive multimedia content. The very fact that she landed a satisfying job in the midst of a raging recession seems to have buoyed her confidence. Where half a million people lose their jobs each month, she switched jobs. Deservedly, she is very proud of her new position and excitedly displays her fancy new business card.

As always, the visit proved too short. We spent virtually every minute of my stay together. As I got in the cab to head for the airport, I looked back at her receding figure, waving at me. I heard a song go out of my heart. Amazingly, it wasn’t Ellington or Billie Holiday or Louis Armstrong. The lines that reverberated in my head were from a song in the film, "The Sound of Music:"

Somewhere in my youth or childhood,
I must have done something good…


Daughters are a blessing to begin with but to love them and have them love you back is a fulfillment of the highest order.

The Rise of the Klepto State

Just Desserts for an Apathetic Citizenry

On Independence eve, as it is every day, Delhi was caught in massive traffic jams caused by incessant rain and weird security arrangements that may or may not catch terrorists but certainly hassle citizens. In most of the capital city, roads caved in, traffic signals failed and the police were nowhere to be seen because they were busy protecting VIPs.

Those who battled their way through the gridlock found the going smoother once they made it to Lutyens Delhi, the pleasant precinct of the Capital that the privilegentsia calls home. As you drive through, you can feast your eyes on blooming flowers in the traffic roundabouts and marvel at the smooth ride on perfectly surfaced roads.

This is a hallowed arrondisement meant for those whom we elect to govern us and the bureaucrats they appoint to hold us at bay. They have their own and India's only local municipal body that keeps the streets spic and span, grows flowers and organizes concerts and yoga workshops in the magnificent parks that dot the landscape.

Amazingly, though it is the most prized real estate in the country, most of the people who live there are tenants. Most homes there are two-and-half acre lots with retinues of government-employed serfs, who live on the property and serve whichever grandee occupies it. Cooks, bearers, gardeners, security staff are at the service of the occupant. They live on the estate in slum-like conditions and are attached to the property just like doors, windows, lawns and various mod cons, except in this case they are feudal rather than modern conveniences.

Denizens of Lutyens Delhi live in this sylvan world, claiming to represent the real India. Actually, they are completely out of touch. The story is told of a senior political leader who came to a meeting at an office near Connaught Place in the late 1990s. It was early evening and as he stood in the plaza of the office building, he said, “God, how this place has changed!” He was aghast at the traffic chaos and generally run-down appearance of the place and went on to volunteer that he last visited the area with Sanjay Gandhi, who died in June 1980. And his house was no more than a couple of miles from the place.

The Delhi problem, which is unique, has to do with the governance setup. Neither the municipal corporation (MCD) nor the police nor the land grant agency, the DDA, reports to the local government. As such, none of the agencies are accountable to anyone but bureaucrats. The only agency that is on its toes is the New Delhi Municipal Committee because it has to answer to the powerful residents of the Lutyens enclave.

It doesn’t matter if it is the Congress or the BJP or any one of the subaltern political formations that have sprung up in the past decade. They live in this favored enclave and are whisked here and there in cars with flashing lights and convoys to shoo other motorists off the road. For all the years I have been involved with the political process, I was always made to feel I was not in touch with the real India because I wore suits, spoke English and harbored subversive ideas about political accountability and performance. Quite contrarily, the Lutyens lot prefers ambition and sycophancy.

Strangely, the political leaders and their apparatchiks are there because they claim to represent the less fortunate people. In their scheme of things, they have the pulse of the people; those of us non Lutyens Delhi types, who pay exorbitant amounts on taxes and on rent or purchase of property, are dubbed “middle class” and shunned by the radical chic ideologues of the Lutyens quarter.

Meanwhile, outside the favored enclave in Delhi and in other lesser ones in the various state capitals, we fight to get ahead on the roads to get to schools, colleges, offices. We give way to netas and babus but will cussedly deny right of way to others like us, including ambulances.

Only recently, government grandees have grudgingly focused on improving infrastructure. These are half-hearted efforts upended by corruption. Just consider the shiny new expressway from the Delhi airport: it is poorly designed, confused and deadly. Two- and three-wheelers are forbidden but merrily cruise the highway, slowing down traffic. If you tell the policemen to control their access, they rudely ask you to mind your own business. All they want to ensure is VIPs have a smooth passage. Unpoliced, the expressway is a dangerous nightmare because of the unlettered habits of the capital's citizenry that cause backups, accidents and death.

As such, Delhi and the rest of India are flagrant scofflaws. Most do as they please in public: drive like lunatics, spit, urinate and even defecate in public spaces. The other half of India, they trade for dowry, burn, rape or at the very least molest them in public. Is this a mahaan or mayhem Bharat.

Twenty years ago, there was hope for a breakthrough when Rajiv Gandhi appeared on the scene. Some of us even chucked comfortable lives in the US to join the revolution. We were excited by the possibility of change we glimpsed in the young leader’s vision. Indeed, there were many changes made. He opened up the closed economy to foreign investment, liberated the moribund financial sector with credit cards, mortgages and consumer loans. The Doordarshan monopoly was destroyed; the civil aviation sector was set free; the old socialist rust bucket economy was replaced by a shiny and enticingly new consumer economy.

Even the current opening to the US had its roots in Rajiv’s vision of cultural and individual exchanges as the base for improving ties with the superpower. His believed in “letting our people earn a living;” he swore by the need for voluntary community action and for arousing civic consciousness; he saw through the vested interests of politicians and bureaucrats; he played fair and square in the crooked public life of India.

All that’s happening today goes back to the Rajiv Gandhi era in the 1980s when orthodoxies were challenged and new perspectives came into play.

Seventeen years after his death, we are faced with his legacy: a growing economy that empowers people. On the other hand, we must contend with a political system that he condemned as one that seeks to plunder the wealth of the state. Our infrastructure is a mess; our education policy is criminal; our public health and welfare services are terrible and our politics divisive. The economy, which was the bright spot, is beginning to falter thanks to bureaucratic mismanagement and bleeding-heart, wasteful welfare politics.

Meanwhile the citizenry remains unconcerned and continues to divert itself with the consumerist joys of the new economy, buying baubles and trinkets. No wonder surveys show Indians are among the happiest people in the world.

The Karmayogi Hall of Fame

An Obituary for My Mother

It is four months to the day my mother died. I miss her comforting presence. What strikes me is life goes on as if nothing happened. Hello World, I often say to myself, my Mom’s gone; show a little concern, some respect, and some grief. Relentlessly though, things grind on and she is consigned to be a fading memory in the minds of those who knew and loved her. How easily we are reconciled to the passing of a loved one!

My Mom was difficult to love; she had a way with guilt. Whenever she came with my Dad to visit us in Chicago or in Delhi, she always made me feel I did not spend enough time with her. In some way, her complaint was legitimate because we lead busy lives: long hours at work, many social engagements and many friends to visit and to entertain. I refused to take her guilt trip, which made her angry. Within days of landing in our house, she would start up about going back to her home in Ahmedabad. My Dad was always the fall guy, coming into my study with wads of banknotes, asking me to book their tickets back.

Four months ago, when she died holding hands with me, I felt bereft. I didn’t cry or anything but just felt a deep gash in my heart. For some reason, we believe mothers are immortal and they will always be there to remind you of your checkered youth and then, after they have layered you with guilt, to comfort you. When you come to think of it, they are immortal because everyday of your life something happens to remind you of your mother. In many ways, grief is important; it helps you come to terms with the loss.

My problem is my 88-year old Dad, who suffers from Alzheimer’s. A few days after my Mom’s death, he came to me, looking distraught. “You know, I feel helpless. My mother just died and I did not have enough money to give her the best medical care,” he said to me. It is true that his mother also died of cancer in 1966 and he may have felt as an upright government official that he could not provide the care she needed. I was devastated. I realized then that the major outlet of my grief, to share the loss with my father, was denied to me.

Sadly thus, my grief has remained bottled up in some obscure corner of my mind. I could become a psycho like Anthony Perkins in the Hitchcock movie of the same name and end up as a mass murderer or a suicide bomber. No, let me hasten to add, it’s not about to happen. The point is it’s important to express grief and while I have a hugely supportive family, I have no way to commiserate with my Dad. As such, we are the principals and yet we can’t share the emotions of the loss.

Apart from the dementia, my Dad is a fairly healthy fellow with no aches and pains and a zest for life. When he turned 75, he told my daughters he still had at least 25 years to go. Amazingly, he’s more than half the way there. He just needs 12 more for his century. Even today, in a state of dementia, he tells us he did well at school, was highly respected in his job and exercised relentlessly, so there’s no reason why he should not live to be a hundred.

Though it is difficult to get through to his Alzheimer’s blocked mind, I can say with pride and confidence that he is the progenitor of my sunny worldview. Many friends say that I am wildly optimistic in a righteous sort of way. I consider it a compliment and have only now learned to attribute it to my father. His memory is compromised but he has the heart and soul of a 40-year old; he frequently says that. And he will live to be a hundred or even more.

He now lives with us. He is doubly troubled: dementia as well as a the dysfunction of a displaced person. We brought him with my mother from their home in Ahmedabad in March this year. My mother died and he has no way to go back to his comfortable life in the house he's lived in since the 1960s. He is unsettled and still lives out of a suitcase. We just have to deal with it and can only hope he stays independently fit.

I’ve never been big on yoga and Hinduism. But if ever there was a Karmayogi contest, please welcome my Dad to the Hall of Fame.

Goa in the Off Season

White Trash, Desi Detritus

It is “off-season” in India’s only civilized state. Late diners, prowling the strip between Calangute and Baga, find a haven in Cavala, a hostelry that has a great bar and a nice outdoor restaurant. And so it was that we found ourselves ordering dinner late one evening. As we waited to be served the food, we ordered some beer and various cocktails.

One gulp down the hatch, I nearly choked as the drink went down the wrong tube. That was because I saw a barefooted white guy walk through the restaurant into the bar, wearing only a ponytail and a saffron loincloth. Mercifully, he didn’t stay there for more than two minutes but it was long enough for me to be offended

Goa is famous for its tolerance but blue-collar tourists and just plain white trash types are stretching it to the limit. In the end, they spend less than tourists from other parts of India, who are equally obnoxious in that they believe and behave that Goa is all about unrestricted and inexpensive alcohol consumption. They drink themselves silly and venture out into the sea, unable to swim, to become the latest statistics in drowning deaths. Both the white trash and the Indian yobs detract from the wonder of this place: its gorgeous landscape; its fresh seafood and its charming lifestyle that is unrivaled anywhere on the Indian subcontinent.

Whether you stay in a five-star hotel by the beach or especially if you live in a seductive little, off-the-map village like we do, the living is easy. Nowhere in India can you find the blend of European charm and desi comfort. Where in the world can you find a place today that is simply shuts down between 1 pm and 4 pm: siesta!

In the circumstances, it is easy to be what Bombay call bindaas. Why get exercised about loincloth-wearing white trash types or beer guzzling desi morons? For one thing, both behaviors are obnoxious. On the other hand, many people like us have made Goa into our haven, away from the ugly chaos of modern India. If we must put up this, we may as well live in Bihar or Thailand.

Our retreat is threatened by white trash and desi jerks. The locals in Goa are too busy to care; they are either applying for visas to Dubai, Canada and Australia or selling heritage properties to developers. An hour’s drive around the place shows up the ugly condominiums and resorts that are springing up like topsy all over Goa; plus there are these little boutique developers who buy properties for a song, develop it and sell them at egregious profits. Indeed there’s one like that in our village that a Delhi-based boutique developer bought for 16 lakh five years ago and flogged it for 80 a few weeks ago; you can be sure no local bought it.

Such stories spread like wildfire in the small gossipy community that is a Goan village and soon, every gent with a broken down old shack is looking for 30 or 40 lakh. Where all this will end is difficult to say but the state government, in a ham-handed way, is looking to curb foreigners from buying property in the state. It is an easy populist posture but the real threat comes from developers like the Tatas, Rahejas and various other national developers, who are offering to make Goa into a place that could resemble Gurgaon near Delhi or the hideous Hiranandani township in Powai, Bombay: as ugly as sin and as crass as Disneyland.

On the other hand, Goa is full of self-righteous NGOs set up by has-been journalists and retired advertising agency types. They are against all development and would rather Goa retain its traditional ways. Their misbegotten idealism has condemned the wondrous place to be a jobless economy; net exporter of locals to Bombay, the Gulf States, Australia and Canada. They fight to retain the old feudal ways and oppose all development of any kind; their idealism is only matched by their serious wrong-headedness.

As I prepare to head back into the rubble-strewn, loud and garish world of modern India, I take comfort in the fact that I will come back here again soon to this constellation of different worlds: a retreat; a home to fly away from; a loud vacation spot; a milk-cow for political plunderers; a virgin land for unscrupulous real estate developers; a place to vent self-righteous NGO indignation. Sometimes these orbits cross as they did for me that evening on Baga beach. The results are often distressing.

My Kind of Town

Springtime in Chicago

It was unseasonably cold in Chicago for the middle of May. But then I remembered snow and an ice storm in this city of broad shoulders around this time of year in the late 1980s. One evening, I got off shivering from the El (short for Elevated), the train service that ferries people back and forth from Oak Park to downtown Chicago, just nine miles apart. In the parking lot, I found my car encrusted with sheets of ice. Using the key to crack the ice, I managed to open the door and drove home. The temperature was below freezing but I held my curses, looking forward to the scotch I would pour myself at home in a few minutes. The prospect was heart warming, especially because Prakash would soon join me to share in the experience.

Prakash and I were neighbors and saw each other at all times of the week. We were never confined to the American ritual of meeting on weekends. Mostly we sat in my yard or his, savoring the spring weather, munching on deli sandwiches or enjoying an after dinner drink while it was still light out. We did that in the winter too, sitting indoors, eating pizza or hamburgers, even devouring an occasional steak. And as days grew longer and warmer, mornings we packed our cucumber sandwiches and frozen gins, put on our whites and drove 30 minutes away to suburban Oak Brook (often called New Delhi West) to play cricket on the wonderful grounds of Hamburger University (the training school for McDonald’s, which is headquartered in the suburb).

This spring was nothing like that; just cold, though the skies were blue and the sun was shining high in the sky at six in the evening. Driving to Prakash’s house, it struck me that I didn’t miss a beat steering through familiar terrain. It was as if I never left. Despite many changes, Harlem Avenue, the main drag, remains the same. In the early days, on trips to Chicago from Delhi, I had to remember to turn left from Harlem onto Augusta Street into River Forest; all the years that we lived in Oak Park, we always turned right to get home. Nevertheless, despite remembering the left turn, my mind was distracted by the fabulous jazz on WDCB, my favorite radio station. Thus, I automatically turned right. Realizing the mistake, I turned around at the corner of Woodbine Avenue, where my house was, and drove into River Forest.

Cold though it was, I had the car window open to gaze upon street corners and home gardens that were ablaze with sweet-scented lilac and to savor the wondrous aroma of barbecues amid freshly-mowed lawns. After a Chicago winter, any temperature above freezing is considered warm. People were out jogging and pottering about their gardens. The song on the radio said it all, “Heaven, I’m in heaven…”

“Why did you ever leave this gorgeous place,” my sensible self wondered. Steering the car toward Prakash’s magnificent home, the answer eluded me. Granted, we have a wonderful life in Delhi that is often the envy of my friends in America. Our neighborhood is tree lined, where you hear birdsong in the morning, not that different from Oak Park and the neighboring River Forest where Prakash lives. Trouble is when we drive out of my compound, we are faced with the chaos of India. When I pull out of Prakash’s driveway to go anywhere, it is a pleasure to deal not only with organized traffic but courteous drivers even as my senses feast on the flower-bedecked beauty of the neighborhood.

In the early days, just after we relocated to Delhi, my trips to the Oak Park-River Forest area were always laden with nostalgia. I used to drive past our house, my wife’s Montessori school, our daughter’s first primary school and various other significant landmarks with tears in my eyes. Like Odysseus, my visits to Chicago were struggles of “memory against forgetting."

Over the years, my trips have become less nostalgic and more fun. Breakfast with my friends Suresh and Pappi Hathiwala; beer with Divyesh and Darshana Mehta, brave souls to toughed it out in India for 15 years but returned to Chicago in the end. Then there's lunch at my friend Arsen’s downtown Armenian restaurant Sayat Nova with my old buddies: Larry Townsend, Mike McGuire and Dan Tucker from Chicago Tribune, the daily in which I wrote regular columns; coffee with my lawyer friend Jim Genden and his Dutch wife, Alma, an art historian; dinner at buzzing restaurants with Prakash and Alice, my hosts and drinks with Satu and Anu Pitroda. When all's said and done, there's my comrade, Angad Mehta; to spend an evening with him is to be the company of Chauncey Gardner, the protagonist of the Jerzy Kosinski novel, “Being There.” Played by Peter Sellers in the movie of the same name, Chauncey’s TV-driven character was built around the axiom that perception creates reality.

With the nostalgia out of my system, I’ve grown to love Chicago differently…as a place to relax, engage in debate and have epicurean fun. It sometimes does play on the mind: what it would be like to move back and partake of civilized life with an edge of sophistication. I am less convinced today than 15 years ago that moving back is a not a good idea. But then, as my daughters unfailingly remind me, I am weird that way: left the land of opportunity at the peak of my life and am now ruminating on the possibility of spending my later years there. But then, this is the age when your intellectual powers are at their peak and America is more hospitable. India, meanwhile, is bereft; forget intellectual pursuits, there’s no room even for intelligence.

On the other hand, India is like Circe, the sorceress who kept Odysseus from returning to his beloved Ithaca of Greek mythology. It offers seductive pleasures such as food and spices and intense human relationships; but it makes it difficult to stay the course on your moral compass. You live with dirt, filth, corruption and venality and forget about civilization and its higher pursuits. The troglodyte writer, Nirad Chaudhuri, was insightful when he called India “The Continent of Circe.” And like Odysseus, we must live in this sinful Aeaea, where the sorceress lived, even though it is plastic and crass, and spurn the pleasures of America, the modern version of Ithaca.
