The Dev Anand Legend

Evergreen Optimist

As I stood there shaking hands with him when he came to receive the Dada Saheb Phalke award, the years seemed to melt away. It was as though I was in my pre-teens, having just watched Nau Do Gyarah , Munimji , Paying Guest or whichever film I first saw starring Dev Anand.

I can remember going straight into the bathroom, wetting my hair and trying to work up the stylish pompadour. Dev Anand was my absolute favourite screen personality and I religiously caught every single film he ever made.

My friends say I am an inveterate optimist, that's why I came back to India after nearly two decades in the US. The optimism has its roots in my early exposure to Dev Anand's films.

Since the late 1950s and through the early 1960s, he was my favourite hero, not necessarily because he was a good actor but because he stood for hope.

While Dilip Kumar represented the tragedy of the Indian condition, Raj Kapoor the misbegotten ideology that messed up India, Dev Anand stood for what India could be, smiling and stylish with a song on the lips.

Dev Anand represents the most modern of all creative idioms: Find talented people and let them grow. Through his organisation, Navketan, we were introduced to Guru Dutt, S D Burman and dozens of others, who entertained generations with movies and music that today are part of our memories.

About the time Dev Anand began to be recognised as an entertainer, the operative mood in Indian films was down-in-the-mouth, a victim of the colonial experience. The theme song was Duniya mein hum ayein hain to jeena hi padega, jeevan hai agar zahar to peena hi padega .

Along came Dev Anand with his worldview expressed best in the song from the film Hum Dono : Barbadiyon ka shok manana fuzul tha, har fikr ko dhuein mein udata chala gaya .

His films filled me with hope, the ultimate global value that was in short supply in India at that time.

Congratulations on the Dadasaheb Phalke Award, and thank you Dev Saheb, you instilled me with optimism about India before I reached my teens.

In the words of your immortal song: Jeevan ke safar mein raahi... de jaate hain yaadein . Indeed, you have given me, a fellow traveller in the world, a rich lode of memories, never mind your lyricist's other lines, which I have left out in the ellipsis.

Barbarians at The Gate

All Knotted Up

Necktie wearers of the world unite! You have everything to lose: your stripes and paisleys, solids and patterns, silks and linens, cottons and wools Heck, you stand to lose a whole lot more, including grace and elegance, style and dignity. And even more insidious, as this column will reveal, you stand to lose your personal freedoms to a bunch of fundamentalists, health fascists and faceless bureaucrats.

In the past few days, the news media have circulated reports trumpeting the steady decline of the necktie. According to these reports, fewer than six percent of men wear neckties to work any more. Consequently, sales have plummeted to just 50 million neckties annually from nearly 250 million in the 1970s.

An Associated Press reporter filed the story from New York in advance of Father’s Day, when ties fly off the racks and are presented to Dads, year after year; the famous “peg.” He sounded positively gleeful at the decline of the necktie. The piece was funny as obituaries go.

But wait, there’s more to the story. It will wipe the grins and stifle the chuckles this jocular-veined story may have evoked. It is no laughing matter for the journalist has made common cause with the three main opponents of the necktie couture. The three are strikingly different from each, united only by their hatred of the necktie.

To begin with, there’s the Islamic Republic of Iran, whose fundamentalist rulers have carried on a campaign against the necktie since 1979, when a religious revolution deposed the monarchy of Shah Reza Pahlavi. To them, the necktie is a symbol of decadent Western culture that could adversely affect their country’s pure Islamic traditions.

The Shah was condemned as an agent of Western imperialism. After his ouster, the new regime moved to purge Iran of all symbols of the West. A strict dress code was imposed for men and women alike. The necktie was discouraged as an insidious Western influence. Bands of revolutionary guards took to patrolling the streets to enforce the Islamic dress code. Even harmless barbers were warned and forbidden to entertain customers with neckties.

Then there’s the giant internet firm, Google. Its privacy lawyer took up cudgels against the necktie when he wrote to the Financial Times, asserting that the firm had “unofficially” banned the wearing of ties as part of its new privacy policy. The tie, Google’s learned counsel averred, "acts as decorative camouflage for the business suit, designed to shield the middle-aged male physique, with its shrinking shoulders and protruding paunch, from feeling sufficiently self-conscious to hit the gym."

Incensed by an article written by the newspaper’s fashion editor in favor of neckties, the Google lawyer wrote the letter nearly a year ago, just about the time when Iran’s ayatollahs were embarking on their crusade, also “unofficial,” against the tie. He went on to argue that a necktie constricts circulation to the brain. While the mullahs of Iran came at the tie from their intolerance of the West’s decadent culture, the Google official flaunted an attitude that’s become a concern in America; it’s called health fascism.

The difference between Iran’s totalitarian state and the health fascism of the emergent “nanny” state in America is just one of degree. In the former, the government wants to protect culture; the latter wants to protect our health.

That is not all. In their bureaucratic way, officials at European Union headquarters in Brussels also want to ban neckties. Mercifully, they limited their ambit to the summer season. The argument is nevertheless ingenious. They say that by not wearing neckties, men would be cooler in the summer. This would allow them to turn the temperature in their air-conditioned offices up a notch or two. The result: savings of significant proportions. They put a “green” angle on it and suggested that this would help mankind in its mortal combat with global warming.

The barbarians are at the gate. Their battering rams are totalitarianism, health fascism and global warming. Straighten your ties, gentlemen, the time has come to take the atavists on!

My Kind of Town

Springtime in Chicago

It was unseasonably cold in Chicago for the middle of May. But then I remembered snow and an ice storm in this city of broad shoulders around this time of year in the late 1980s. One evening, I got off shivering from the El (short for Elevated), the train service that ferries people back and forth from Oak Park to downtown Chicago, just nine miles apart. In the parking lot, I found my car encrusted with sheets of ice. Using the key to crack the ice, I managed to open the door and drove home. The temperature was below freezing but I held my curses, looking forward to the scotch I would pour myself at home in a few minutes. The prospect was heart warming, especially because Prakash would soon join me to share in the experience.

Prakash and I were neighbors and saw each other at all times of the week. We were never confined to the American ritual of meeting on weekends. Mostly we sat in my yard or his, savoring the spring weather, munching on deli sandwiches or enjoying an after dinner drink while it was still light out. We did that in the winter too, sitting indoors, eating pizza or hamburgers, even devouring an occasional steak. And as days grew longer and warmer, mornings we packed our cucumber sandwiches and frozen gins, put on our whites and drove 30 minutes away to suburban Oak Brook (often called New Delhi West) to play cricket on the wonderful grounds of Hamburger University (the training school for McDonald’s, which is headquartered in the suburb).

This spring was nothing like that; just cold, though the skies were blue and the sun was shining high in the sky at six in the evening. Driving to Prakash’s house, it struck me that I didn’t miss a beat steering through familiar terrain. It was as if I never left. Despite many changes, Harlem Avenue, the main drag, remains the same. In the early days, on trips to Chicago from Delhi, I had to remember to turn left from Harlem onto Augusta Street into River Forest; all the years that we lived in Oak Park, we always turned right to get home. Nevertheless, despite remembering the left turn, my mind was distracted by the fabulous jazz on WDCB, my favorite radio station. Thus, I automatically turned right. Realizing the mistake, I turned around at the corner of Woodbine Avenue, where my house was, and drove into River Forest.

Cold though it was, I had the car window open to gaze upon street corners and home gardens that were ablaze with sweet-scented lilac and to savor the wondrous aroma of barbecues amid freshly-mowed lawns. After a Chicago winter, any temperature above freezing is considered warm. People were out jogging and pottering about their gardens. The song on the radio said it all, “Heaven, I’m in heaven…”

“Why did you ever leave this gorgeous place,” my sensible self wondered. Steering the car toward Prakash’s magnificent home, the answer eluded me. Granted, we have a wonderful life in Delhi that is often the envy of my friends in America. Our neighborhood is tree lined, where you hear birdsong in the morning, not that different from Oak Park and the neighboring River Forest where Prakash lives. Trouble is when we drive out of my compound, we are faced with the chaos of India. When I pull out of Prakash’s driveway to go anywhere, it is a pleasure to deal not only with organized traffic but courteous drivers even as my senses feast on the flower-bedecked beauty of the neighborhood.

In the early days, just after we relocated to Delhi, my trips to the Oak Park-River Forest area were always laden with nostalgia. I used to drive past our house, my wife’s Montessori school, our daughter’s first primary school and various other significant landmarks with tears in my eyes. Like Odysseus, my visits to Chicago were struggles of “memory against forgetting."

Over the years, my trips have become less nostalgic and more fun. Breakfast with my friends Suresh and Pappi Hathiwala; beer with Divyesh and Darshana Mehta, brave souls to toughed it out in India for 15 years but returned to Chicago in the end. Then there's lunch at my friend Arsen’s downtown Armenian restaurant Sayat Nova with my old buddies: Larry Townsend, Mike McGuire and Dan Tucker from Chicago Tribune, the daily in which I wrote regular columns; coffee with my lawyer friend Jim Genden and his Dutch wife, Alma, an art historian; dinner at buzzing restaurants with Prakash and Alice, my hosts and drinks with Satu and Anu Pitroda. When all's said and done, there's my comrade, Angad Mehta; to spend an evening with him is to be the company of Chauncey Gardner, the protagonist of the Jerzy Kosinski novel, “Being There.” Played by Peter Sellers in the movie of the same name, Chauncey’s TV-driven character was built around the axiom that perception creates reality.

With the nostalgia out of my system, I’ve grown to love Chicago differently…as a place to relax, engage in debate and have epicurean fun. It sometimes does play on the mind: what it would be like to move back and partake of civilized life with an edge of sophistication. I am less convinced today than 15 years ago that moving back is a not a good idea. But then, as my daughters unfailingly remind me, I am weird that way: left the land of opportunity at the peak of my life and am now ruminating on the possibility of spending my later years there. But then, this is the age when your intellectual powers are at their peak and America is more hospitable. India, meanwhile, is bereft; forget intellectual pursuits, there’s no room even for intelligence.

On the other hand, India is like Circe, the sorceress who kept Odysseus from returning to his beloved Ithaca of Greek mythology. It offers seductive pleasures such as food and spices and intense human relationships; but it makes it difficult to stay the course on your moral compass. You live with dirt, filth, corruption and venality and forget about civilization and its higher pursuits. The troglodyte writer, Nirad Chaudhuri, was insightful when he called India “The Continent of Circe.” And like Odysseus, we must live in this sinful Aeaea, where the sorceress lived, even though it is plastic and crass, and spurn the pleasures of America, the modern version of Ithaca.

Education: India’s Achilles Heel

Caught between Elitism and Crassness

On a recent flight from Goa to Delhi, I was seated across the aisle from three loutish young men. Clearly newly rich, they bristled with flashy phones and watches. They did not turn off their cell phones even after the stewardess made an announcement; instead, they went right ahead playing with their toys. I asked them to switch the phones off. They stared at me insolently and went into a huddle from which emerged crude sounds that I finally understood to be mocking laughter.

This is the newly emergent middle class that an open India has thrown up: crass, belligerent and reckless. It is the polar opposite of the privileged classes that presided over closed India: snobbish, full of intrigue and cautious. There’s not much to choose between the two. The new one is vile; the other was servile. While I have been a champion of the emergent middle class, I guess my view was colored by my utter disdain for the privilegentsia of Fabian socialist India. The new middle class is just as hideous as the privilegentsia. I call them the Vulgarians.

The privilegentsia was bred on elitism: right connections, right schools, Oxford and Cambridge. The vulgarian instinct is to push and shove; and when push comes to shove, to buy their way out. On the other hand, while mouthing homilies about the rule of law, members of the privilegentsia held themselves above the law. They never waited their turn for anything and without the slightest bit of embarrassment bent rules, flouted regulations and scorned the law. The emergent class of vulgarians makes no such pretence: they seem to believe everything has a price: schools, colleges, hospitals, and more worryingly: bureaucrats, policemen and judges.

During the privilegentsia raj, India had to reckon with parasitic elites, who dominated state coffers, extorted usurious taxes and provided no public goods in return. Under their dispensation, ordinary citizens were cruelly ignored: no power, no water, no public transport, no roads, no airports, no telephones, no jobs, no primary education, no housing, no public health care and no sanitation.

The minuscule middle class was virtually targeted by privilegentsia policies and in many cases, driven into exile in the United States, Canada and Britain. Those who couldn’t emigrate saw conditions decline rapidly: famines, civil disturbances, war, scarcity, suspension of civil rights under the Emergency proclamation in 1975 and finally total bankruptcy, which the forced the government to fly out its gold reserves in secret and mortgage them to the Bank of England.

Forced to open up the shackled economy, the government scrapped industrial licensing and various other controls. In the process, it unleashed animal forces that transformed India. We went from being pitied as a “basket case” to being admired as an emerging world power with a dynamic economy. With GDP growth of nine percent and more for over the past five years, millions were lifted from poverty. From being an apostrophe in the demographic profile, the middle class burgeoned and became one of the world’s sought after market segments. Global business rushed in to cater to their needs and desires; local businesses shaped up to provide quality goods and responsive services.

Sadly, the flawed education system inhibited the transformation; it achieved less than what it should have. Under the privilegentsia raj, primary education was neglected and higher education became a screening process to weed out “people like them.” Thus, the ordained ones went on to Oxford and Cambridge to return to appointed positions in the privilegentsia. The others, who had no connections in the elite segment, either went abroad to seek their fortunes or stayed behind in an irrelevant higher education system to become rabble for political parties.

On the other hand, with the establishment of the IITs and IIMs, it produced engineers and managers whose skills were far too advanced to be accommodated in the makeshift “Ambassador Car” economy. As such these subsidized elite institutions became feeders to the global economy. All the Indian success stories in global business that are trumpeted in the pink papers are outcomes of the privilegentsia’s misbegotten priorities.

With the rise of the vulgarians, education has become a commodity; something you must have to get a job. All manner of dubious institutions have sprung up to cater to these needs. With the unprecedented growth of the economy, the need for talent has become so acute that just anyone with a degree or even a modicum of education can get a job. The three louts sitting across the aisle from on that flight from Goa to Delhi were clearly among those. They probably had some education and were snapped up by some company and enrolled in an internal training program. They were like trained circus performers.

We have three types of “education.” The first was the classic Oxbridge type where it didn’t matter because you came back to an appointed place in the elite establishment. The other was a technical sort of training where you had no place in India but found a perch in multinational corporations or universities or other institutes of higher learning in the West. Now you have the third variety: of trained personnel focused on specific cog-in-the-wheel jobs.

Whatever happened to liberal values and civil norms as crucial objectives of education? Their lack is India’s Achilles heel.

And Know They Love You

The New Generation Gap

It was the Memorial Day weekend in America. Observed in honor of those who served in the armed forces, the last weekend in May is widely considered the start of summer, though it is still weeks away. But “led by the festive sound of rustic bagpipes, nymphs and shepherds lightly dancing beneath the brilliant canopy of spring,” you begin to anticipate summer.

Granted you can see nymphs but you don’t really see shepherds on New York’s Lower East Side nor hear the sound of bagpipes. But then we don’t write sonnets like Vivaldi; nor put them to music as concertos as Antonio did in his masterpiece, “The Four Seasons” from which the quote is taken. Regardless, it is heart warming to see young people hanging out, enjoying themselves under blue skies, starry nights and warm temperatures.

We were “cruising the hood,” my younger daughter Maya and I. She lives in and swears by the Lower East Side. My older daughter Pia says her sister never leaves her precinct if she can help it.

And so there we were, the two of us, late on a Friday afternoon, wandering the streets, stopping at bars and cafes to drink boutique beer and admire the arrondisement. We had a reservation for dinner at a wonderful restaurant, a few meters down Orchard Street where she lives. We got there a bit early and sat at the bar.

I thought to have a martini and promptly told the bartender, who was stirring the cocktail, that I preferred it “shaken not stirred.” Everyone laughed so I was tempted to introduce myself as “Bond, James Bond.” But seriously though, how do you explain to twenty-somethings that a shaken martini tastes different than the other? I let it go because our table was ready. Now there’s news that indeed there is a difference. You can Google it: just type martini, shaken, not stirred. The study clearly concludes that a martini is better shaken than stirred.

But I digress… it’s the Memorial Day weekend and I am spending it with my younger daughter at her apartment in New York’s Lower East Side. She is my shepherd through the urban meadows surrounding Delancey Street, showing me the pastures and the drinking holes. Where we stop, mostly everyone seems to know and be fond of her, including bartenders and maîtres de.

Just so everyone understands, these are crucial relationships in Manhattan. I can remember one time; she managed a table for us at short notice at a choice restaurant that takes reservations days in advance because she knew the chef. She can mostly get served anywhere she wants in her neighborhood; plus they hug and kiss her. No wonder her sister calls her “Fluffy.”

We topped off the evening at a little restaurant to have dessert. She knew everyone there and the house served me bourbon so rare that even I, an aficionado, hadn’t heard of it. “Yo Dad,” she says to me over the general ruckus, “like it?” I was almost in tears…my little girl introduced me to a rare brand of my favorite drink. In the patois of the time, I could only think, “How cool is this!”

As we walked the streets through the afternoon and evening, late into the night, my thoughts wandered back to the time of my first visit to New York. I fell in love instantly: it was human and real, very different from the orderly, manicured Midwest where I went to school. It felt more like a world city, a polyglot of cultures; eons away from the smiley-face cities I lived in, with what Ernest Hemingway memorably called “wide lawns and narrow minds.”

A generation later, my little girl has established herself in what is indisputably the coolest precinct in the world’s most vibrant city. She laughs at my Midwestern experience of America. To her, the Midwest is unreal. “Dad, people actually smiled and said hello,” she told me about her recent visit to Chicago. She was struck by its “other worldly” air. “Look, Dad, some white dude in Brooks Brothers smart casual actually offered to take a picture” of her and her older sister as they walked in downtown Chicago. Yes, it was nice and all, she admitted but he did it even “without our asking?”

Just like I did years ago with yuppies, my daughter has a problem with “hipsters,” who are gentrifying her neighborhood. This is a new species of yuppies with rich parents. “They feel they are slumming it on the Lower East Side. They spend hours and lots of money trying to look as if they’d just rolled out of bed,” my daughter said by way of explanation. “They push off to their parents’ home in the Hamptons on long weekends,” a bartender told me in affirmation of her comment.

In her perspective, I saw much of my worldview. I was a hirsute hippie, who wore oxford shirts and penny loafers. While I bristled at the inequities in the world, I also worked hard at graduate school. I thought I knew America when I lived in distant India and found when I got there that there was a difference in the image and the reality. My biggest learning was that the cutting-edge thinking in America had more to do with purpose and commitment than with lifestyle.

On the other hand, my American-born daughter lives easily, mixing lifestyle with commitment and purpose. Nothing seems to faze her in any way; she is equal to situations in a way that I simply could not conceive at her age. She deals with Manhattan and its formidable ways as though she was born to live there; not just to make a living but a life. She took me to places that most people would never find and showed me things that are off the beaten track.

Wandering the streets of the Lower East Side, we popped into establishments that were so cool I felt like I was in a Woody Allen film. We chatted mostly about her neighborhood. She sounded not so much like a tourist guide but a proud resident of the coolest “hood” in Manhattan. On the other hand, she reminded me she cooks Gujarati khichri and Goan fish curry but mostly gets by on pastas and salads.

For me the walk around the block was an education. Not just about the buzzy Lower East Side but about my younger daughter. She is a full grown young woman making her way with great aplomb in the world’s most happening city. “If you can make it here,” sang Frank Sinatra, “you can make it anywhere.” And she’s making it in her job as a production assistant in a startup venture that does stuff I don’t really understand. All I know is she “hearts” it.

To see parts of yourself in your adult children is satisfying. My older daughter, who works with me in New Delhi, is organized and incisive and can get anything done. She is the family’s chief operating officer. I am learning from her to see things in the cold light of pragmatism. Over the Memorial Day weekend with the younger one, I found her to be a sophisticate, who is humble but purposive. She is the family wit, ready with a humorous insight and a caustic turn of phrase. I am learning from both my girls that the pursuit of cool is a major behavioral pattern in the 21st century.

This fundamental issue of cool is emerging as the new generation gap. While I admire my daughters’ state of being cool, I do feel a twinge of “been there, done that.” Poor dears: my generation defined the state of cool forever: Kerouac and Miles Davis, Dylan and Timothy Leary, The Beatles and Woodstock are the icons of cool. Deep in their hearts, they know that cool was invented by their parents’ generation. As such, they must know our cool is cooler than theirs.

But we never tell them why, instead, as the cult band, Crosby, Stills, Nash and Young, sang, “just look at them sigh and know they love you.”

Race, Sex, Age Issues in US Politics

Lessons from the US Primaries

When I was growing up in America as a college student in the 1970s, I was struck by the idealism that seemed to pervade public life. The Woodstock generation rejected the material vision that dominated America in the 1950s and 1960s. Young people challenged the culture of accumulation and the power politics of those years including the GE automated kitchen (advocated by their spokesman Ronald Reagan), the Vietnam War, racial discrimination and favored women's rights, abortion, gun control.

"Why would you challenge the American way of life that has done the greatest good for the greatest number and attracts so many people from so many other countries to make their way in this air-conditioned country," I asked Newsweek's David Swanson, who has been a very close friend for more than three decades since we attended graduate journalism school together. His cryptic answer was, "We can afford it."

Today's "Millenarian Generation" has replaced the "Boomers," who came of age during the Kennedy era; it is in the forefront of a movement against divisive ideology, soulless suburbia and the long-held notion of "manifest destiny," a worldview that was missionary (think Peace Corps) and morphed into a cash-and-carry imperialism that is well-documented in the activities of various American firms in Iraq. Worse, Boomer politics polarized the country as never before. I have a friend, who is so distressed by the new imperialistic mindset that she scours the internet to make herself aware of which companies support the Republicans and refuses to do business with them.

Far more than Richard Nixon or Ronald Reagan, George W Bush symbolizes the ideological divide in America. Many of us in India admire Bush because he brought a dose of realism to Indo-US relations. Nevertheless, I was shocked in New York, Chicago and elsewhere at the visceral dislike he evokes. While he did put together an international "coalition of the willing" in pursuit of his Iraq policy, back at home he is reviled with such ferocity that it takes my breath away.

After eight years of Bush's aggressive neo-conservative agenda, it was clear that Hillary Clinton, the candidate favored by the Democratic Party as its presidential nominee, would waltz into the White House with her husband, former President Bill Clinton, in tow. A respected senator from New York, Clinton was considered a shoo-in…until Barack Obama came along.

The forthcoming election was set to be all about Bush and erasing his divisive legacy. That got sidetracked by the campaign battle between Obama and Clinton. I was struck during my recent sojourn in America at the ugliness of the contest. It is as if the Democrats are divided, with working class whites, Hispanics and older people supporting Clinton and affluent whites, Blacks and youth backing Obama. I heard many say that in this battle of primordial issues of race and gender, the presumptive Republican nominee, John McCain, would benefit.

However, once the Democrats have resolved the fight between Hillary Clinton and Barack Obama, the next major issue that will come up is about McCain's age; he is 71 years old and as such would be the oldest person to assume the office of US President. "We are going to address all our primordial issues of age, race and sex in this election," a lawyer friend told me.

The US media have already written off Hillary Clinton; indeed there is a growing debate about the possibilities of a Democratic ticket in November that has Obama as the presidential candidate and Clinton as his running mate (for vice president). Gnawing questions remains, which Hillary has posed by winning all the major states like California, New York, Texas, Pennsylvania and Ohio: can Obama win over the large numbers of urban working class and rural whites, who gave Clinton huge victories in these states? Or will they simply shift their support to John McCain?

These and other questions persist in keeping the Democratic primary race open. Clearly, Obama has won the popular vote and Clinton has no way of catching up. Even the so-called super delegates, senior leaders of the party, have lined up behind Obama, including Ted Kennedy and now Jimmy Carter. But Clinton has raised the issue of two crucial states, Florida and Michigan that were disqualified for holding their primary elections early in defiance of a party edict.

Clinton maintains that she would have handily won a majority in both states. This, she claims, would have given her a majority of the so-called pledged delegates that are divided proportionately among the candidates based on the popular vote. Combined with her sweeping victory in the large industrial states, her campaign managers assert, this would have pushed her ahead of Obama. Many people think Clinton is right and believe that Obama will lose to McCain in November. Nevertheless, Obama has evoked widespread enthusiasm across the country with his charisma and message of hope in a fragmented body politic.

On relations with India, it is clear that McCain would continue the favorable policies of Bush as would Clinton. Obama remains an unknown and he is seemingly unreachable because his campaign has been driven by popular small-time donations rather than fat-cat funding. I can only hope that South Block has found channels that lead to him through the IT community in Silicon Valley, which energized his campaign with technology.

Incredible India

Going to Hell in a Hand Basket

Everywhere I turn, India is screaming and shouting. Mayawati has done this; Mulayam has done that; Karat is posturing as he may have done in his days at Jawaharlal Nehru University; the cricket guys are in a huge cacophony; and Bollywood is in your face. The business lot is putting out news releases about buying this or that company in the world. Gimme peace, already!

That’s why I retreat to my place in Goa and sit out late at night on my upstairs verandah, contemplating the cathedral of giant coconut trees surrounded by a curia of chickoo and mango. There is a choir sounding softly in the night; a harmony of gentle sea breezes rustling through the palms, like a quiet drizzle of rain.

For the past 28 years, I have been intimately involved in the public affairs of our great country. I thought we could do things differently. Certainly, since I came here from the United States in the late 1980s, things have changed dramatically. People are buying and doing things they never did before: toiletries and cosmetics, refrigerators, air-conditioners, washing machines, cars, houses and, in the upper reaches, designer clothes, yachts and even airplanes; in the realm of doing is the explosion of public transport, telecommunications, vocational education and computers.

India is enjoying the benefits of globalization. There are more choices, more opportunities, more hope. As I sit, contemplating the silence of my house in Goa, away from the chaos and noise in the public space, I can’t help wondering if we are getting it all wrong again. We admired but never practiced socialism; we practiced but never admired capitalism. We mixed our socialist mindset with a very stiff dose of elitism. Our recipe had ingredients of privilege, prejudice and perfidy. The concoction tasted of feudalism and authoritarianism.

Growing up in the primeval India of the 1960s, I realized that connections ruled. A reasonably talented young person from the middle class could only do what I did: emigrate. We fled socialist India to seek our fortune elsewhere, especially America. Back home, the privilegentsia dragged the country down into the abyss of poverty and pity. It became a basket case, scorned by the world. In the end, in 1991, the government was reduced to sending secret shipments of gold to the Bank of England to demonstrate solvency.

I was back in India when the Narasimha Rao government was left with no choice. In a historic budget, then finance minister Manmohan Singh scrapped the industrial licensing system. Reforms served up in that budget faced several political challenges including the demolition of the Babri Masjid and the rise of Hindu nationalism. Most subsequent measures were undertaken by stealth. Such changes went against the very grain of the culture of bribery and corruption bred by controls. Nevertheless, slowly but surely, the options for the corrupt politicians and bureaucrats declined.

Even today, there are vocal and powerful opponents of reform. The BJP stance is puerile politics. The Left is a dupe of the mandarins in Beijing. Within the Congress there are still several lobbies that feel it has tarnished the party’s self-image as a “pro poor” formation. Then are there are the “others,’ who feed off the trough of government finances: they are insidious opponents of reform.

With such formidable opposition, the government’s initiatives have been stymied except in the most esoteric areas of capital markets. The Indo-US civilian nuclear deal could have major benefits aside from the obvious ones that will bring India out of its pariah status. Sadly, it is on hold because of the Left servitude to Beijing and the infantile opposition of the BJP. Within the Congress, various mindless forces have contrived to sabotage India’s growth story because, like the wily Arjun Singh, they believe in nothing, profess only sycophancy.

The government’s botched effort at handling growth indicates the old mindsets still rule. So if there’s inflation: too much money chasing too few goods, the Congress poobahs would rather opt for the failed solution of demand management when the obvious thing to do is to remove obstacles to the production of more goods and jobs.

But no! We can’t have retail bloom; we will curtail growth in telecoms by all manner of stupidity; we will shackle financial services; we will not remove the barriers to real estate growth and continue to sabotage the crucial education system with rules and regulations set out by the corrupt and inept All India Council on Technical Education (AICTE). We seem to be going back to the starved sixties in a leaky boat whose officers and crew have no clue how to navigate in the changed economic circumstances.

So now we have choice between the devil: the loud, crass nouveau riche India; and the deep blue sea: the old scheming one in which the privilegentsia reigned supreme. With growing prosperity, India’s privileged classes, who wield more power than their legitimate bank balances, won’t have the wherewithal to maintain legions of low-wage servants: maids, bearers, drivers, gardeners, guards and assorted flunkies, all paid for by the feudal government and the rapacious private sector.

At the rate things are going, the nexus of politicians, bureaucrats, activists and fixers will have our country on its knees again, hunting for nuts and berries on the margins of the global mainstream.

Pater Noster

Coping with Alzheimer’s

It’s been less than a fortnight since my mother died. In the interim, my 87-year old father has spent an unsettled time. In the pink of health, he nevertheless suffers from Alzheimer’s disease. His brain cannot deal with current affairs and causes him to go rambling into the past. He remembers things from the 1950s and 1960s and earlier but when it comes to the present, he is all at sea.

For partly selfish reasons, we brought him to our house in Goa against the advice of a psychiatrist. We had things to do and we needed to escape from the aura of death in our Delhi home. One airplane trip, a tour of the house and fruit-filled garden, a simple home-cooked meal, an ice cream on Baga beach and my dad seemed to perk up. He was excited by the old-style doors and windows and the antique furniture in our house; he marveled at the wells, the trees laden with guava, chickoo, mango and coconut…drinking it all in, wonderstruck.

“Very nice…just like the old days,” he kept repeating. He was struck by the waves breaking on the beach, the lights, and the music. “This is wonderful,” he said over and over again as we finally dragged ourselves away from St Anthony’s Bar and Restaurant at 10 pm. I was beside myself with joy. In the days after my mother’s death, he had drifted, anchorless without his constant companion; like Keats' knight: “alone and palely loitering.”

Now that he lives with us, I think we can light up his life with experiences he has never had in his austere existence. His only interest was travel and so the Goa sojourn opened up a corner of clarity in his Alzheimer-jumbled mind. It was a gamble to whisk him away to Goa. We were worried he might fall apart in the strange new environment. But he seems to have flowered; giving me hope that I could, in the remainder of his life, shower him with care and comfort.

The next day we took him to a supermarket to buy him toiletries. I have always known him to be a frugal, even parsimonious man. He saves things rather than use them. A few months ago at his house in Ahmedabad, I found in his closet unused bottles of after shave lotion and several shirts I had presented him nearly 15 years ago. After we reached our home in Goa, I saw his toiletry kit, which was indescribably modest including two throwaway shaving razors that were past their prime at least five years ago. That’s when we went to the store to buy him new supplies.

He was delighted to receive them and kept rummaging in the bag and looking at his new things through the car journey back home. Promptly, he squirreled them away into his suitcase. Knowing his abstemious mindset, I threw away all his past due date toiletries. The next morning and I don't know how, he retrieved his old shaving razor from the waste basket. However, my hope stayed kindled in that he has started using his new stuff; it is a minor victory in my battle to change his ways.

I am no psychiatrist but I feel that as a man alone now, he has a chance to experience new things, especially ease and choice that he long denied himself. My belief is that the new lifestyle might slow down his steady and inevitable mental decline. Nobody really understands Alzheimer’s. There have been many attempts to research and explain the disease in genetic and medical terms. In my layman’s view, it is about individuals, who have been misfits and therefore turned to simplistic views about life: their definitions of success and their existential happenstance.

The late Ronald Reagan is a classic example. He started out as an actor, never succeeded, got into screen politics, waltzed into the position of the governor of America’s golden state, California and went on to become a two-term occupant of the White House. For all the mythmaking, Reagan was never really cut out for the job and only acted the part…and that too in a B-grade performance. On his watch, certain earth-shaking events took place, primarily the implosion of the Soviet Union. He is revered today for starting a conservative revolution in the United States; his acolytes claim the credit for re-ordering the world.

Whatever Reagan did, he slipped into the personal hell of Alzheimer’s. My view is that his simplistic, black-and-white view of the world left no room for critical assessments. I can see the same happening to my father. He told my wife, “I don’t read because I did all the reading that was needed to top all my exams. Why should I clutter up my mind with useless things?” To add to that, he had no friends, no interests: literature or music or art or theater or even television, cricket and cinema. Alzheimer’s came later; his blankness dates back nearly 40 years, which is 10 years before he retired from his job as a senior government official.

The biggest tragedy in dealing with my father is we have to forget my mother. Already, he is certain that the fuss and the funeral had to do with his mother, who died 42 years ago, when he was just 45. He has no remembrance; at least not that is publicly expressed that his wife is gone, just 20 days short of their 60th wedding anniversary.

In the 12 days since my mother went away, I have grown to be the 59 years that I am. Until April 21, I felt I was just 19.

Funeral Blues

The Indignity of Death

"Stop all the clocks, cut off the telephone,
Prevent the dog from barking with a juicy bone,
Silence the pianos and with muffled drum
Bring out the coffin, let the mourners come.

"Let aeroplanes circle moaning overhead
Scribbling on the sky the message she is dead.
Put crepe bows round the white necks of the public doves;
Let the traffic policemen wear black cotton gloves."

With the words of W H Auden buzzing in my head, I sat in the hearse that bore my mother’s dead body to the crematorium. It was the twilight hour, the most melancholic time of day. I have always hated the transition from day to night and here I was staring at my mother’s lifeless body as the hearse battled Delhi’s horrendous early evening traffic. We were on Delhi’s much maligned Bus Rapid Transit (BRT) corridor.

Incredibly, I found myself telling my brother and my cousin that the reaction against the BRT was a knee-jerk dehati response against modernity. Already, the feeling of sublime spirituality was destroyed; my sorrow was momentarily overtaken by the slings and arrows of Delhi’s outrageous traffic. In a way, it mitigated the emptiness I felt as I looked tearfully at my mother’s lifeless form. The reality of India is such that it won’t really let you grieve or wonder philosophically about life and death.

When we reached the funeral place, I was hustled into an “office,” where a priest told me he had made the arrangements for pooja and whatnot and that it would cost 6500 rupees. Distraught though I was, it was very clear to me that I wouldn’t let my mother go with the meaningless recital of slokas by a mercenary. Instead, we had friends from Delhi’s Capital City Minstrels choir sing hymns and bhajans while we waited for a slot at the electric crematorium. The music brought solemnity and beauty to the occasion.

Inevitably, the moment came for us to let her go; she was put on a conveyor belt and rolled into a furnace. There was no dignity in the process. I felt as though I had consigned my mother to a Nazi death camp. Until then I had managed to keep my composure. That moment was traumatic and I broke down. I sobbed for the loss of my mother, to be sure; I must confess, however, that some of the tears were for the undignified manner in which my mother was consigned to nothingness.

For anyone who believes that the dead go on to an afterlife of peace and bliss, the electric crematorium suggests hellfire and brimstone. There is no spirituality in the way we dispose of our dead. It is brutal. When I saw her disappear into the furnace, I felt affirmed in the feeling that in Hindu-majority India, where there is no respect for life, to expect dignity for the dead is too much to ask.

So much for the public aspect of death; the loss of a mother is numbing. I lived with her as part of a nuclear family for just nine years in the 1950s and 1960s. Beyond that I was always a visitor and as such not bonded but close. My mother was more spirited than spiritual even at the ripe old age of 85. “I’m sorry,” she said to me the day before she died, “I came here for comfort and joy and instead you had to hassle with doctors and hospitals.”

It was this stolid worldview that allowed me to make a life for myself. For all our differences, I will never forget her determined effort to push me into language and literature even while the whole world shoved me into science and engineering.

But that’s personal. Mothers are precious but they are not immortal; to lose a mother is indescribable. Even though they may play on guilt and behave like giant pains now and then, they are irreplaceable.

"The stars are not wanted now; put out every one,
Pack up the moon and dismantle the sun,
Pour away the ocean and sweep up the woods;"

And so with deep sorrow and wonderment, I watched my mother slip gently into the night. Thank whatever Gods there be, she had no experience of her cremation.

Vox Populi

Aside from the two comments posted on the website, one by Chicago's Suresh Hathiwala and another by Jimmy (identify yourself, please), I've had several responses by email.

1 Rajiv Badlani, Ahmedabad:

That was very amusing, my friend.

Championing the cause of the emergent middle class as a whole is one thing, but encountering individuals from that class is traumatic for badly brought up people like you and me. We’re anachronisms in today’s India, seeking some refined ideal that has existed only in our wishful thinking.

Its not just India. Brought up as I was on Wodehouse, I wasn’t at all prepared for the reality of England in the 80’s. That was also a shocker.

Ahmedabad used to be a relatively refined place back when we were growing up. There were a few rich folks who made it a fetish to tastefully conceal their wealth. Never would they be seen in ostentatious clothes or cars; they even made it a point to never give larger gifts at weddings than their less fortunate brethren could afford.

But all that good taste clearly didn’t inspire the rest of the city to emulate them. Instead Ahmedabad has made Delhi it’s role model.

This city now vies with Delhi to show off its wealth and every wedding competes with others to see who can literally burn more money by bursting crackers and bombs in the middle of the street.

Every member of this new group of have-it-at-lasts has a chip on his shoulder about people who speak softly and in English. That is considered downright offensive. We’re clearly doing this to put them down, and they will show this resentment as aggressively as they can assuming, quite correctly, that he who shouts loudest will prevail, and by virtue of prevailing, be right.

Welcome to the new India. Fly business class in the more expensive airlines and there is a 60% chance that you will escape encountering this reality, but don’t count on it. Them guys is also aspiring to that! Maybe 2nd class in the train will be a more pleasing experience. In fact, I'm sure it will. The poor are far more graceful.

You have spoken what I have been thinking and feeling for so so so long!

We will be a crude and crass culture, and nowhere is it more evident than the low cost airlines.

I refused to travel Kingfisher, even, when I found that my fellow passengers would turn on their headsets to the highest pitch, watch the TV screen in front, and heave with loud laughter as they watched a slapstick performance that masqueraded as comedy. When I asked one of them to turn down the volume, he turned to me balefully, glared, and turned back to his screen, heaving again with laughter.

They couldn’t have been bothered, the whole plane. Disregarded the staff requests. So I try and fly Jet whenever I can, because the premium price ensures premium passengers, who know their manners and understand that good manners is just being considerate of others around you.

What we are seeing is the nouveau riche – not the Sindhi nouveau riche of yore, who wore big diamonds and had big weddings. No, they look cultured in comparison. These are the nouveau nouveau slightly riche, who have seen little money through dhanda – not professional endeavour – for the first time. They are feeling good, powerful, venal. Are they really middle class? They are aspiring riche, from being low class.

The lower classes, who aspire to middle class status and flying over using the railways, are in fact, more polite, kinder, more considerate. Like your driver and my driver, who has exquisite manners and courtesies.

The Vulgarians

India’s Emergent Lowbrow Culture

After a cool and relaxing week in Goa, I flew back to Delhi on a Spicejet flight. It was then that the new reality slapped me in the face. My experience on the plane made me turn monkish, in the hope I would avoid hell when the time comes for me hand in my dinner pail, kick the bucket, breathe my last, expire, die. The two-hour journey tested me so much that I forgot about my fear of flying. Even though we had a bumpy flight, my white knuckles were overshadowed by the sheer frustration I felt at the uncouth behavior of some fellow passengers.

I realized that, just in case there is heaven and hell, I certainly don’t want to go to Satan’s estate in the event I find all the crude people there that were on the flight. To that end, I have sworn to exercise more and do good turns, even if I have to drag old ladies across the street; or eat sickly sweet offerings from temples or face Mecca and bow several times a day or go to confession in a Catholic church. Heck, I am even prepared to eat health food.

Coming back to the flight, I was granted my request for an aisle seat by a pleasant staffer at the check-in counter. Not just that, I was pleased as punch to note that the middle and window seats remained empty as the doors closed. This was truly fortuitous because these low-cost airlines pack people in like sardines. I thought I would have a pleasant, undisturbed flight. I pulled up the hand rests and prepared to stretch my legs across the two empty seats once the seat belt sign was switched off.

No sooner than the doors closed, the guy in the row behind me loomed over me, gesturing at the window seat in my row. Politely, I got up to let him through, figuring I would still have an empty seat in between. He had four seats…three where his wife and two sons sat and him across the aisle. When I got up, he hurriedly blocked me and got his two sons to move into the two seats next to me while he moved across the aisle to sit with his wife.

Stunned by this display of uncouth behavior, I told him what he did was unfair. He was not conversant with English and his breath was foul so I let it go and buried myself in my book. As the plane took off and when the seat belt sign was switched off, an obese guy in the seat in front of me pushed his seat back as far as it would go, leaving no room for my legs and my book. I asked him to straighten his seat and he launched into the air equivalent of road rage. “You don’t own the airline,” he told me in his “convent” English. “If you have a problem, move to another seat. Or fly another airline.”

Taken aback by the man’s rude outburst, I kept silent and wondered at the hectoring culture of this new and crude India. He was fat and out of shape…clearly a crass Delhiwallah with black money, the type that resident Goans abhor. I asked the steward to move me to another seat. For the record, I have been a cheerleader for this upwardly mobile, emergent middle class that poses a challenge to the privilegentsia: the clutch of academics, bureaucrats and sundry others who feed off the trough of the state.

The privilegentsia proved a thorn in the side of the international community; their pretentious outlook proved offensive to many in the West and left India bereft of friends in the liberal world. But the emergent culture of 21st century India that seeks to replace the elitist lot can only be called vulgarian. Much of it is reflected in the popular culture: on television and in Bollywood films; also in the ostentatious celebration of age-old rituals like Diwali and Holi and in the re-awakening of misogynist festivals like Karva Chauth and criminal practices such as dowry.

Talk about the devil and the deep blue sea!

Ruby Tuesday

Yesterdays Don't Matter If They're Gone

Forty-eight years ago, on April Fools Day, I was a stripling, just 11 years of age. That day was momentous; it sank into me that I would have to leave my beloved Bombay, my precious Christ Church Lane in the city’s Byculla Bridge, Bombay 8 precinct. It was very important not to call it Byculla, which was Bombay 27. It was our awakening class consciousness; the postal codes told the story of middle versus working class neighborhoods.

On April 27 of 1960, as I stood on the train doorway waving goodbye, I already began to miss all my friends, who were much closer to me than I ever imagined: looking back on those years, I believe they changed my worldview. They made me appreciate the vibrancy of diversity. On that day, however, I was not just tearful but envious. They got to stay behind in this wonderful slice of India while I was hustled on to a train to Ahmedabad and to a moffusil life of sarkari hierarchies and the search for more and more exclusivity.

Christ Church Lane was home to Bombay’s aspiring middle class: cosmopolitan, diverse and secure. As a boy growing up in Court Royal, a wonderful old apartment house with large airy flats and lots of balconies, the only disagreements I had with my friends were about Elvis versus Cliff versus Pat Boone. Yes, my family was the only vegetarian in the building and I, the only Hindu and Gujarati kid. My friends constantly urged me to eat meat but in the end, accepted my cultural hangup.

This was significantly different than my later experiences, where I was often put down because of my beef against eating meat. In Christ Church Lane, there was such a cultural diversity that my food habits were accepted and I was included in the community of kids playing games and fooling around each evening until the street lights came on. My friend Ruby Rodrigues, now Patrick, told me the other day that we actually had lamplighters, which I found hard to believe.

We met Ruby on Tuesday, April Fools Day. The last time I had seen her was when we bade goodbye at the train station some 48 years ago. The story of how Ruby came to be at our house to dinner that night is about the currency of nostalgia in which modern technology enables us to span gaps of time and reach out to people we have known at different phases of our lives. Ruby is the older sister of my friend Peter with whom I hung around 365 days a years from age six to age eleven.

Ruby was this sophisticated girl from the Clare Road Convent with many good-looking friends. That apart, Christ Church Lane was widely regarded as a happening place with gorgeous girls. We called all of them Diana, after the Paul Anka song, which went: “I’m so young and you’re so old…” We were innocent of sex then, only puppy love and panted after every lovely girl that we saw in the lane. It was pure romance but at a distance; we eyed them and then fantasized, forget sex or holding hands or kissing; all we craved for was a smile, an acknowledgment that we were alive.

When Carole Fraser, a green-eyed, brown-haired goddess once said hello, our knees turned to jelly and the only way we could recover is by indulging in physical horseplay, where mostly Peter and Teddy and various others jumped on each other. Because I was the smallest, I usually bore the brunt of it with a stoic grimace…it was for Carol, after all. All those years, we learned through the biblical and cowboy movies that he who is set upon ultimately wins the girl.

Ruby’s older brother Victor was everyone’s hero…he sang, danced and had an easy way with girls; plus he has a hairstyle like Elvis that was in vogue those days. He emailed me when he read an article I’d written about Christ Church Lane and set up this meeting with his sister Ruby. He called the night Ruby visited us…it was the first time we talked in 48 years. He said Teddy was in Bombay. Teddy and his brother Alan Oscar, who was my absolute icon, lived on the ground floor of Court Royal. They moved to Australia and next thing I knew the next day I was talking to Teddy at the Taj in Bombay.

Ever the skeptical writer, the been-there -done-that variety, I am floored by this currency of nostalgia. It turned out when Ruby visited that our old friends Ivan and Ingrid Arthur were there and they also knew Ruby and her family. Ivan was for many years a colleague on the executive committee of HTA (now JWT). How does all this happen? The standard response is that India has a small elite community in which everyone knows everyone by six degrees of separation.

That may be a Western view but this is something of a phenomenon. It’s not just this encounter but over the past few months as I have written about reunions and other nostalgic moments, I have had an outpouring of responses from people I knew from the various phases of my life. I feel fulfilled even though some of my best friends today are people I knew in in high school and university in India and the United States. But these are a new crop of old friends. It is a wonderful feeling to know that over the next few years I will strike up in my life, like John Lennon, renewed acquaintances with “people and things that went before.” It is a wonderful closure. Peter, Victor, Ruby, Teddy, Alan and I have led different lives since we grew up together. Now we will catch up and exchange notes. There is a sense of security and comfort and joy that life is coming to be a full circle.

Dark Clouds on Goa's Silver Lining

Quiet Nights and Starry Skies

What can you say about the brutal rape and murder of a 15-year old girl? That she was a British tourist from a white trash family? That her mother, unforgivably, left her alone in Goa amid the raves and the drugs? That the authorities in Goa, cowed down by mule-headed NGOs, who oppose high-end tourism, have willy-nilly encouraged the backpack and drug culture? You can say all that and more. The Scarlett Keeling murder is a case that exposed the sleazy underbelly of a grimy local subculture that has grown like mushrooms around cheap tourism.

I first noticed it nearly 15 years ago. We were at a restaurant on Baga beach. My younger daughter wasn't feeling well so we decided to head back home. Seeing a cab outside the restaurant, we signaled the driver, who said it would cost 800 rupees; what's more, he actually had passengers, who were at dinner and thought he could make a quick buck while waiting for them to finish. I was struck by his greed and told him so whereupon he advanced menacingly towards me. Luckily, members of the staff of a well-known beach shack stepped up to prevent an ugly incident.

Today the situation is infinitely worse. Local service providers like cabbies, waiters and shopkeepers in the tourist spots are forever looking to fleece unsuspecting tourists; others do much worse: they morph into gigolos and drug pushers. At the extreme, like those accused in the Scarlett case, they turn really ugly: into rapists and murderers. One stream of this subculture finds it way into the real estate business and from there into politics. With notable exceptions, politicians in this sylvan haven look and behave like mafiosi; they switch parties, bring down governments and generally plunder and pillage the state.

Just consider this: between 1963 and 1990, there were three chief ministers. However, between March 1990 and the present, there have been fourteen; of them, only Manohar Parrikar has lasted a full term. Party affiliations don't seem to mean much with the new floater breed of politicians; they go where they can enjoy the perks of power. They are complicit in the prostitution of Goa, whether in real estate or crime. As they used to say many years ago in America about the Philadelphia Flyers ice hockey team: if they weren't professional hockey players, they would have been in jail. Many of Goa's odious politicians have evaded jail and continued in their corrupt ways.

The Scarlett rape and murder had its genesis in Goa's corrupt public life. Indeed, while some psychopathic thug took advantage of the 15-year-old girl from Britain, the crime took place because of the lackadaisical approach to law and order and because the Goan underworld thrives on the patronage of politicians. It's very simple: the beaches are dotted with ugly makeshift shacks manned by "owners," who could not possibly raise the 70,000 rupees or more it takes to get a license. It's all very sleazy and it has made the beach experience into a nightmare. For the 10 weeks in a year we spend at our house in Goa, we go to the beach maybe 10 times.

On the other hand, there are some wonderful restaurants and beach cafes, smack dab in the middle of the sin strip from Sinquerim in Bardez to Querim in Pernem. We try to avoid places like Anjuna, Vagator, Morjim and especially Arambhol as we might garbage dumps. Full of the detritus of the Western world and the Goan plankton that feeds off of it, these venues are where the sleaze is.

There is another subculture in Goa that is personified by Vijay Mallya's Kingfisher Villa. This is the high-flying set of Page Three People. Dark rumors have it that there are far more expensive designer drugs as well as loose behavior that stops short of rape and murder. In my book, this is no different than the lowlife exposed by the Scarlett murder. It has nothing to do with Goa; yesterday they came from Pattaya, the sleazy Thai resort that was all they could afford; tomorrow they will be somewhere else. Like Scarlett, they are carpetbaggers, looking for good times.

Meanwhile, there is Goa for the rest of us. For me, it is my sasural, a bond of love because my wife's family is from there. I have been enamored of the place for the past four decades. Ten years ago, we bought an old Portuguese villa and restored it so it became our home that we call Imagine. We now live, off and on, in our little village of Uccasaim, right by the gorgeous St Elizabeth Church. We spend as much time there as we possibly can.

Our little village has no police force and some miraculous municipal services that keep it clean and green. The church bell rings at eventide and from the nearby temple we hear strains of devotional music in the classical idiom. At night, we sit on the patio enjoying quiet nights and starry skies, listening to the rain-like rustle of swaying palm fronds and the music of silence; in the morning, we wake up to the concert of the birds.

The Rahul Gandhi Icon

Wearing Garlands of Wilted Flowers

Rahul Gandhi has burst upon the Indian political scene with his well-publicized “Discovery of India” campaign. The name he has chosen is evocative of his great grandfather’s eponymous 1946 book; in it, Nehru introduced to the political lexicon three charged concepts: of nationalism amid cultural diversity, of indigenization to combat colonialism and of “unity in diversity,” a phrase to challenge the demand for Pakistan.

Trouble is the once-resurgent BJP exploited the divide between diversity and nationalism to advocate the chauvinistic concept of “cultural nationalism;” the Left expropriated indigenization to support and promote the corrupt and inept horror of license-permit raj and “unity in diversity” became a banal political slogan that provided air cover for cults and mafia formations based on caste politics.

This is the well-worn path of the Congress Party’s moribund ideology. There is no doubt that these ideas are well past the “sell by” date. And yet the Congress insists on garlanding Rahul with these tired old bromides. His two major forays into public policy have the makeshift look of photographs taken by a pinhole camera. To begin with, he led a delegation to the Prime Minister, asking for an expansion of the National Rural Employment Guarantee Scheme; his latest was to seek a similar broadening of the government’s recently announced loan-waiver scheme for distressed farmers.

Noble in their intent, these initiatives nevertheless have a hare-brained aspect to them. They seem to be ill-conceived with hardly any thought given to the identification of beneficiaries and how to prevent leakages; their implementation plan has the nature of what enthusiasts of American football call a “Hail Mary” pass, in which a player throws the ball in desperation hoping someone will catch it and run it into the end zone to score a touchdown. Rahul’s push seems to be based on the Congress assessment that with populist schemes and a please-all budget, they have seized the political high ground.

As political strategy, the government’s latest moves may pay handsome dividends; in a few swift gambits, the opposition has been pushed against the ropes. Given the competitive populism that passes for politics, the government can rightly feel it has emerged triumphant.

However, the schemes will do with little for their intended beneficiary: the aam aadmi. The Congress line is that given the high growth rate, the government can afford to be generous with the “weaker sections.” Meanwhile, the government’s financial managers have, because their fear of inflation, succeeded in the reversing the growth story. The latest indices of production show a steep decline in manufacturing and a virtual collapse of the capital markets.

Analysts say the overall growth rate could come down to six percent over the year. That will reduce the amount available for populist handouts. Clearly, the schemes are unsustainable, especially if the economy tanks. I wonder if the mandarins of North Block have thought this through. Otherwise, the government’s shrewd populist move will devolve into just another time-worn ploy to buy votes with money.

Unless Rahul can shake off these wilted-flower garlands, he could find it difficult to accomplish what he let slip recently: to revive the Congress by ushering in inner-party democracy The party has not changed much; it is teeming with sycophants and fixers, and ambitious but clueless politicians, seeking to climb a rung higher. When Sonia Gandhi came upon the scene 10 years ago, the party was tottering, rent asunder by the wiles of petty men like the late Sitaram Kesri and Arjun Singh. She stabilized it, kept the flock together and went on to victory in the 2004 election.

Things have changed now and Sonia’s cautious, “don’t rock the boat” approach has passed the point of diminishing returns. The party rank and file stir themselves only to protect their turf and privileges. As things stand, it appears that for the Congress Party, we are still in the 1960s and 1970s when only state-approved voices were heard; the rest was ambient noise to be shut out by the sound-canceling earphones of ideology. From “garibi hatao” to “inclusive growth,” poverty still remains the dark side of what Nehru called the Indian adventure.

The Indo-US Nuclear Deal

Juvenile Delinquency as Ideology

Someone needs to explain to the dour and dyspeptic leaders of the Left that governance is a serious business, worlds apart from a JNU power play in student and teacher union politics. Many people in the government look upon them as recalcitrant juveniles, who must be mollycoddled and yet told firmly where to get off.

Take the most recent standoff on the civilian nuclear deal that the US is facilitating to enable India to end its isolation in the global community. Not being a signatory to the nuclear nonproliferation treaty and having conducted several nuclear tests, India has been denied access to all manner of advanced technology, not just in the nuclear field but in every other sphere.At the turn of the millennium, egged on by its business community and the increasingly powerful lobby of Indian Americans, US policymakers decided it was important to engage with India. The Americans say they admire India’s democracy that has survived the pushes and pulls of its mind-boggling cultural diversity and has put its economy on a fast track that will benefit the whole world.

The Left’s commissars believe that the Americans have a devious intent, mostly to challenge China, their lord and God. Never mind that they don’t accept America’s stated intent at face value; they seem to have no faith in the Indian government, especially Prime Minister Manmohan Singh who they demonize as an agent of US imperialism. In May 2004, after Sonia Gandhi spurned the highest office in the land that was constitutionally hers, several left supporters were disappointed. “We admire her but her decision to make Manmohan Singh the Prime Minister is a betrayal,” a CPM activist told me.

Congress politicians have historically devised electoral strategies based on caste and religion; the so-called progressives, proudly wearing their Nehru and Indira loyalties on their sleeve have focused on Left ideology and turned to the Left for ideas and tactics. This is the main reason why the Congress has become a moribund formation: unable to fight the aggressive caste-based parties like the DMK and the BSP. The progressives within it have proved unequal to the task of formulating a new ideological charter, preferring instead to walk the primrose path to the socialist hell of corrupt governance and inept politics.

So now we have this conundrum: the progressives are with the Left in opposing the civilian nuclear deal; the traditional caste and religion based factions couldn’t care less, Meanwhile, the newly emergent force of young politicians have no say in what happens because both progressives and traditionalists in the party still value “seniority.” The Prime Minister’s Office is today the only truly pragmatic and visionary influence on policy; as such, it is, along with most informed and influential opinion in the country, the major supporter of the civilian nuclear agreement.

When family members fight among themselves, children have a field day; they play one off against the other and manage to scream and shout to be heard, hoping one or the other of the elders will support them. This is exactly what Prakash Karat and his band of juveniles are doing. When the Prime Minister recently spoke out in favor of the deal and the Delhi Chief Minister accused them of being agents of Beijing, they screamed and caterwauled, prompting the foreign minister to say what amounted to “there, there, children, we won’t do anything to hurt you.”

Rajiv Desai is the founder of India’s newest and most experienced public relations consulting firm. A pioneer in the profession, Mr Desai established India’s first PR consulting firm, IPAN, in December 1987 when he relocated to Delhi after having spent the best part of the 1970s and 1980s in the United States.

In the 17 years that he steered IPAN to the top slot in the PR consulting profession, Mr Desai played a key role in the entry into India of Pepsi in 1988; in the launch of Citibank’s global consumer bank in 1989; in the rapid popularization of Golf, a 1990 campaign on behalf of ITC (Wills Circuit Golf); in the entry and launch of STAR TV in 1991; in the incipient technology boom for companies like Microsoft, Cisco and Intel in the mid 1990s; as also in the opening up of the telecom sector for companies such Nokia, Hughes, Alcatel, BT and BPL Mobile (the first cellular service).

Over the years, Mr Desai also established a parallel career in journalism as a columnist on public affairs. His commentaries have featured in publications all around the world including The Wall Street Journal, Chicago Tribune, The New York Times (Syndicate), The Times of India, Hindustan Times and various magazines. He is a frequent commentator on television news shows and has appeared on NDTV, CNBC, BBC and other channels. In 1999, Mr Desai authored a book, Indian Business Culture, published by Butterworth-Heinemann (Oxford) that one reviewer called “a very high level discussion of economic policy.” He wrote a weekly column for the Bombay-based Daily News and Analysis newspaper and is a member of the advisory board and contributor to Education World, a Bangalore-based magazine. He is the founding editor of India Tribune, a 30-year old community newspaper in Chicago.

Active in public affairs, Mr Desai served as media adviser to Rajiv Gandhi in the 1989 and 1991 parliamentary election campaigns. In 1993 and 1994, he was an adviser to the UNICEF representative in India and was active in the advocacy campaign to further the cause of compulsory primary education in India. In 1997, he was appointed by Sonia Gandhi, President of India’s oldest and largest political party, the Indian National Congress, to its serve as counselor in the Media Department. In 1998, he was involved in the development of the Delhi’s government’s community initiative called “Bhagidari” (partnership). An active member of the Delhi’s government’s “sister cities” project with the city of Chicago, he was the moving spirit behind the first in a series of blues and jazz concert performances by Chicago bands in Delhi.

Educated in the United States, Mr Desai’s academic credentials cover mechanical engineering at the undergraduate level plus master’s degrees in journalism and in political science. He recently completed a course titled “Intellectual Property Rights and Information Technology in the Internet Age” from the Indian Law Institute in New Delhi.
